An application to change the total retail use area at the Noosa Civic from the conditioned 18,000m² by
400m² to 18,400m² has been lodged. The change is proposed to incorporate a fast food use, which is
defined as Food and Drink Outlet by the Noosa Plan 2020 and identified as a consistent use in the
Business Park Precinct. The applicant suggests the change is vital to reflect the changing requirements of
the Noosa Business Centre, primarily due to the COVID-19 pandemic that has altered the ecosystem of
commercial and business. The applicant submits the minor change is anticipated to provide greater
flexibility for the future use of the tenancy and meet the existing and future consumer trend/demand.
The fast food use is proposed in a tenancy that is currently approved for offices so this proposal has the
potential to reduce the available office space in the centre, with no need demonstrated for the use. The
current fees and charges sets a sliding scale for a minor change application depending on the complexity
of the proposed changes, with a fee of 25% of the applicable development fee for major matters. On this
basis, a fee of $68,648.50 would be applicable.
The application will require a report to be prepared for a Council meeting and require a good deal of
consideration and assessment given the scheme’s requirements for the centre to be a business centre
and not just a shopping centre.
A fee of $68,648.50 is not reflective of the extent of work required to assess the application, with no
physical changes proposed to the building and therefore it is recommended a fee of $10,277 be applied
which is the fee for a food and drink outlet at 400m² under the current fees and charges schedule.

An application for change to a dwelling house at 31 Tablelands Road Cooran has been lodged.
The changes involve raising the house 700mm to achieve approximately 500mm freeboard from the
February 2022 flood level. There are other minor changes including moving stairs and replacing roofing.
The applicant has requested a full waiver of the fee in light of their current circumstances. The flooding
has necessitated the raising of the dwelling.
The application will require limited assessment as the changes are very minor. It is recommended that the
administration fee $213 be applied.
