PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 JULY 2022 Application No Applicant Application Details Fees & Charges Policy Fee proposed MCU21/0220 Applicant – RG Medium Impact Base Fee: $7,577 $7,577 Strategic – 305 Industry x 3 = $22,731 Lake Macdonald (manufacture & Drive Lake assemble firefighting Macdonald equipment) An application is proposed for a Medium Impact Industry (to manufacture & assemble firefighting equipment) in the Rural Zone. The use is impact and inconsistent with the Noosa Plan 2020 and is therefore subject to a multiplier of 3. The applicant suggests that Council’s fee is excessive when considering the requirements for cost recovery as the flooding, traffic and sightlines have already been assessed as part of a previous approval. The applicant advises that the proposal will generate less traffic than the historical uses on site. The applicant further advises there are no architectural elements to be assessed as the shed exists and the structures are not visible from anywhere outside the site. The applicant requests that the multiplier of 3 not be applied as they feel the base fee is reasonable and sufficient to cover the costs of assessment. The application will require significant time to assess given the non-compliance with the scheme and require a report to be prepared for a Council meeting. The site’s flooding and access constraints have only been considered on the bases of a tomato farm and not the current proposal and therefore Council will require external consultants to assist with the application. Preliminary discussions also indicate the applicant has not demonstrated a genuine ongoing need for the business to locate on rural zoned land instead of an industrially zoned site. It is therefore recommended that the full fee, including the multiplier, be applied. The Acting CEO approved the waiver of the 3 multiplier. Application No Applicant Application Details Fees & Charges Policy Fee proposed Not yet lodged Applicant – Food & Drink Outlet Base Fee: $7,577 $3,788.50 Brennan - 25% for use within Planning – 201 an existing building Mary River = $5,682.75 Road Cooroy An application is proposed for a Food & Drink Outlet within an existing approved Roadside Stall (MCU21/0194). The approval for the roadside stall has a specific condition that no on site dining is permitted. The applicant advises the application to be submitted will involve the same operation as previously approved, however, with the allowance for the sale and consumption of locally pressed coffee and freshly squeezed juices at the premises. The applicant further advises that given the same operation is proposed, it is considered that the application would require substantially less assessment by Council. The applicant is entitled to 25% discount for use within an existing building but they are requesting a further 50% discount to be applied taking the fee to $2,841.37. It is therefore recommended that the 25% not be applied and instead apply 50% discount taking the fee to $3,788.50. Page 136 of 150
