The original proposal generally complied with the scheme provisions in relation to building height,
and carparking however it did not meet site cover, gross floor area, setback or all landscaping
requirements. The inclusion of additional small dwelling units within the amended proposal
facilitates bonus provisions within the scheme with regards to plot ratio, site cover and landscaping.
Gross floor Area and Plot Ratio
The bonus provisions have increased the allowable plot ratio from 0.4:1 to 0:5:1. The proposed
plot ratio of 0.44:1 complies with the scheme.
Site Cover
Similarly, the bonus provisions have increased the allowable site cover from 40% to 45%. The
proposed site cover of 43.4% complies with the scheme.
Front Setback
Whilst the amended proposal does not comply with the planning scheme required front setback of
6 metres it provides a minimum setback of 5 metres as agreed in the meeting with Council officers
on 26 May 2022. The setback of the original proposal for the upper-level roof and balconies of
each building at the frontage ranged from 3.5 to 4.7 metres with the central blade wall between the
unit’s setback 3.9 to 4.3 metres. Privacy screens up to approximately 5 metres in height above the
natural ground level were also proposed to be setback 3.85 metres from the front boundary, the
screen has now been removed. The 5 metre setback is supported on the basis that it will not have
detrimental impact on the streetscape as it generally relates to the roof overhang, part of the blade
wall and parts of the lower and upper balconies. It is also noted that that front wall of the dwelling
is setback 7.0 metres. The extent of built form within the front setback currently and originally
proposed is detailed below in the following images, with the yellow area representing the required
6.0 metre setback.
