SUMMARY
EXECUTIVE SUMMARY
This report seeks Council approval to award a lease for Shop 1, Sunrise Shops to William Brown,
for the purpose of operating a General Practice (GP) medical clinic.
Following an open and competitive Tender process managed by Colliers as Council’s appointed
agent, three (3) submissions were received and evaluated against commercial, operational and
strategic criteria. An internal evaluation panel, supported by an independent probity advisor,
identified this as the preferred offer.
The proposed lease will reactivate a vacant tenancy and reintroduce a General Practice medical
service to the precinct, complementing the existing pharmacy and strengthening the precinct's
community health offering. The proposal includes internal fit-out works, development of an additional
consultation room and a small pathology space with public facing access adjacent to the pharmacy.
These additions will be funded by the proponent and subject to Council's standard planning and
building approvals.
The lease offers a commercially viable rental return and supports Council's strategic objectives
around community wellbeing, economic activation and effective asset management.
