SERVICES & ORGANISATION COMMITTEE MEETING 8 JULY 2025

and Council’s Current Tenders public webpage in accordance with the Local Government Act 2009
and Council’s Procurement Policy.

Interested parties were provided the opportunity to view the site prior to making an application.

Due to the competitive nature of this leasing opportunity and to support the Procurement Process,
Preston Law (Preston) was engaged by Council to provide probity oversight. Their role included:

   •   Review the procurement process documents;
   •   Attend meetings of the evaluation panel;
   • Be available to answer any questions raised by applicants, members of the evaluation panel,
       Council staff or any other participants in the Procurement Process.
Preston’s Probity Advisor Report concluded they:

   • Did not observe anything associated with the Procurement Process that caused concern from
       a probity perspective;
   • Were not aware of any probity issue that would limit the ability of Council (or its delegate) to
       receive a report about this Procurement (including a report to recommend a respondent).
Application Evaluation

An internal Council evaluation panel was established to evaluate the submissions (comprising
officers from Economic Development and Destination Management, Commercial Business Services
and Property). Each member of the evaluation panel read and declared that they understood and
accepted the probity requirements, which included a declaration of conflicts of interest and
confidentiality.

Three (3) applications were received by Colliers and forwarded to Council for evaluation.

The evaluation panel evaluated each application against the following criteria:

   • Commercial Terms: Lease Terms and Commencement Date - 20%
   •   Business Track Record - 20%
   •   Capability and Resources - 20%
   •   Suitability and/or Compatibility with the precinct - 20%
   • Contribution to the Local Economy - 20%
During the course of the evaluation, clarifications were sought from applicants and two (2)
moderation sessions were conducted with the appointed Probity Advisor attending.

Following evaluation and moderation, the proposal from William Brown was identified as the most
advantageous submission.

   • The proposal intends to establish a General Practice (GP) clinic within Shop 1, with the intent
       of delivering essential primary healthcare services to the local community.
   • The proposal includes a commitment to invest in fit-out works including constructing an
       additional consultation room at the rear of the premises and a small pathology space adjacent
       to the pharmacy (subject to planning and building approvals). The modifications are intended
       to enhance the clinic’s operational viability by enabling the simultaneous delivery of multiple
       consultations and services.

                                                                                                Page 12 of 610
