SERVICES & ORGANISATION COMMITTEE MEETING 8 JULY 2025
The evaluation panel understand a market tender process could identify other providers with
capacity, but a recent market scan does indicate that as more Councils are impacted by the
frequency and severity of natural disasters, the need to outsource work to consultants has increased.
Recent interaction within the market indicates that other likely consultants are already at capacity
and would have to increase resources to include Noosa Council as a client, or Noosa has been
identified as too minor compared to other local governments on offer.
The risk to Council is that a market tender could progress and based on the timing, consultants such
as NorthLane have had to move onto other clients.
7. Evaluation Criteria – Price
A review was performed of the existing LocalBuy rate cards on the Local Buy Arrangement No.
LB279 for Project Management Services (Civil Infrastructure) and the Northlane schedule of rates
compared favourably to other consultancies. Further supporting price competitiveness is NorthLane
are the only consultant located on the Sunshine Coast resulting in lower costs due to less travel and
no accommodation costs.
8. Proposal
It is recommended to directly engage Northlane Pty Ltd t/as Northlane Consulting Engineers for the
Disaster Reconstruction Funding Arrangement 2025 program to accelerate the necessary works
required to provide suitable asset repair to the community.

Theme No. 2 - Liveability
Liveability encompasses housing, facilities and services, transport, health, and wellbeing to enable.
an inclusive, connected, and vibrant community.
Objective 2.7
Fund and deliver sustainable assets and facilities and associated services responding to the
changing needs of the community and the challenges and opportunities of the future.
Previous Council Consideration
In May 2025 Council approved a $4.1m delegation to the CEO to execute the Emergency Works
phase of this program. These costs cover the following:
• Asphalt road maintenance - this is well progressed.
• Gravel road maintenance - this has now commenced.
• Immediate repair of some damaged culvert assets (if time permits within the emergency
period set out within the Disaster Reconstruction Guidelines.
• Immediate engineering assessments.
Costs: The forecast costs are likely to be well under the original estimate of $4.1M. This is due to
improved sourcing outcomes for roadworks. There was also a stretch target plan to do some
immediate reconstruction work, but this was not possible.
Timing: Road repairs will be completed by 29 June 2025, which is within the deadline. More
substantial repairs, such as immediate reconstruction work, will be moved into the Reconstruction of
Essential Public Assets, which is reliant on this contract award.
