Subject
DISASTER RECONSTRUCTION FUNDING ARRANGEMENT
Attachment 1 – Funding Arrangements
The information below is an overview of the funding arrangements related to natural disasters. They
are complex and time critical. This is why the desire to establish a contract as soon as possible is
desired to ensure a most suitable outcome for Noosa Council.
Funding arrangements in relation to natural disasters are as follows:
In accordance with Section 69 of Qld Disaster Management Act (2003) the applicable minister or
Premier may declare a disaster situation for the star, or part of the state. However, in Qld, only the
Minister responsible for Queensland Reconstruction Authority can activate the use of Disaster
Funding Arrangements (Disaster Reconstruction Funding Arrangement). See Noosa Council included
on this activation on this list Activations | Queensland Reconstruction Authority In some instances, a
disaster can be eligible but not declared.
Once activated, each Council needs to meet the criteria applicable to the arrangement. The most
impactful criteria for Noosa Council are meeting the Local Government Trigger Points | Queensland
Reconstruction Authority. For Noosa Council, this means eligible expenditure must exceed $240,000
plus then contribute up to the trigger point value of $471,251.
Disaster Reconstruction Funding Arrangement funding can be used to reimburse local and state
government agencies for the cost of repairing damage to essential public assets directly caused by a
Disaster Reconstruction Funding Arrangement-eligible disaster that is outside their normal budgetary
operations. (Reconstruction work streams)
Funding can also be used to reimburse eligible expenditure incurred while undertaking activities to
alleviate personal hardship and distress. Individuals, non-profit organisations, primary producers, and
small business may also be eligible for Disaster Reconstruction Funding Arrangement loans and
grants. (Recovery Work streams)
Compliance with specifics related to the Reconstruction work is set out in the 87-page Qld Disaster
Funding Guidelines (Dec 2024) https://www.qra.qld.gov.au/qdfg. This can be a complex document to
navigate so Queensland Reconstruction Authority have developed a Toolbox to assist LGA's and
agencies. Disaster Reconstruction Funding Arrangement tool box | Queensland Reconstruction
Authority
