Delegated Report - Code - Planning MCU26 0003 (As Published)
The reduced setbacks to the west do not result in amenity impacts due to the low building height,
detached nature of the secondary dwelling, and are in line with the setback established by the
existing church.
It is considered that due to the proposal being for the adaptive reuse of the existing church for
residential purposes, with the inclusion of the secondary dwelling, and the shed for domestic
storage purposes, the proposed 1.5 metre side setbacks are consistent with the adjoining
residential uses to the east and west.
The proposed setbacks allow space for the required vehicle parking and soft landscaping.
PO20–PO26 – Building Design and Streetscape
The proposal retains and adaptively reuses an existing historic village building that contributes to
the character of Kin Kin. New works are subordinate to the existing structure and include traditional
materials, verandahs, decks and articulated roof forms. The building continues to present an
attractive streetscape outcome and maintains the established character of the locality.
PO29–PO32 – Amenity
The proposal is for a low scale residential development with no significant noise, traffic, lighting or
operational impacts. The secondary dwelling is compliant in size and does not generate activities
beyond those expected within a residential environment.
The proposal is therefore unlikely to adversely affect adjoining properties or the surrounding village
environment.
The proposal generally complies with the built-form, landscaping and amenity provisions of the
code. The adaptive re-use of the former church represents a reasonable planning outcome where
the original community use has ceased and the development preserves an existing local heritage
building.
Hinterland Villages Local Plan Code
The Kin Kin local plan seeks to maintain Kin Kin as a small rural village with a distinct hinterland
character and limited growth. Development should respect the scale, form and appearance of
existing development and retain the character of important village buildings.
The proposal:
• Retains the former church building.
• Preserves an established village structure.
• Adopts a scale consistent with surrounding buildings.
• Incorporates traditional verandahs, decks and lightweight building forms.
• Maintains the spacious and landscaped character of the village
