                c. adequate onsite water storage to support the efficient use of water and is adequate for
                        everyday use of the occupants.

Although the proposed development is for a dwelling that includes a secondary dwelling, the overall
development is for only 2 bedrooms and it is considered that the proposed 46,400 litres of rainwater
storage will be sufficient for the intended use.
An existing absorption trench and septic system is being retained as the site’s effluent treatment
               and disposal system.
               Heritage Overlay Code
The subject site is identified as a local heritage place, being St Luke’s Anglican Church at 3 Grady
Street, Kin Kin. The proposal involves the adaptive reuse of the former church for residential
purposes, together with a new covered deck, patio, secondary dwelling, shed and associated
access works. The submitted plans show the heritage building is to be retained on site, with works
generally concentrated to the rear and side of the existing building.
               PO2 – Adaptive reuse
PO2 requires local heritage places to be conserved and protected by providing for their adaptive
reuse, provided the new use is compatible with the ongoing conservation management of the local
heritage place. The proposed dwelling house use is considered an appropriate adaptive reuse of
the former church where the original community use has ceased. The development retains the
principal heritage building and allows it to remain in active use, which supports its ongoing
               maintenance and conservation.
PO6 – Building work on a local heritage place
PO6 requires development to respect the original architectural style and proportions, retain the
original roof form and pitch, retain original veranda, window and door design where possible,
ensure new work is compatible in scale, height and bulk, provide visual and structural distinction
between old and new work, and locate new work to the rear or where it is not overly prominent
from public places. The proposal retains the church’s original building form, roof form and pitch,
external timber cladding, windows and other key heritage features. The proposed deck and patio
are located toward the rear of the building and the new secondary dwelling and shed are detached
from the former church, which assists in maintaining the primacy of the heritage building. While the
proposed rear balustrade will partially obscure the lower portion of some rear windows, the
windows are retained and the impact is limited to the rear elevation. On balance, and subject to
heritage conditions requiring retention of heritage fabric and complementary materials, colours,
finishes and detailing, the proposal is considered to satisfy PO6.
               PO7 – Construction management
PO7 requires construction timing, transport, access, storage and use of materials on and adjacent
to the local heritage place to be managed to avoid adverse impacts. The proposal can achieve this
outcome through conditions requiring all onsite workers to be advised that the former church is a
heritage building and that no damage is to be caused by construction activities, storage of
materials, excavation works or vehicle movements. The requirement for an archival photographic
record prior to building works commencing also provides an appropriate record of the existing
heritage fabric. Subject to these conditions, construction impacts on the local heritage place can
               be appropriately managed.
Overall, the proposal is considered to satisfy the relevant Heritage Overlay Code performance
outcomes, subject to the recommended heritage conditions
