MCU10/2083 Development Application part 2 - Attachment 4 - Economic Impact and Need Assessment
the Hastings Street area and it is dominated by cafes and restaurants, take away
shops, boutique resort and other fashion and gift shops. The Hastings Street
precinct had a total of 13 vacancies.
The second major tourist area in Noosa Shire is the Noosaville Visitor Mixed
Use Zone. It is the most relevant of the tourist retail areas given its location
relative to the subject proposal. Located on Gympie Terrace fronting the Noosa
River, this zone is primarily composed of cafes and restaurants with some
higher order apparel retailing. There were two vacancies evident along Gympie
Terrace.
The vast majority of restaurants and cafes in this precinct are of high-end
quality. There is however a small clustering of eateries on Thomas Street
providing some fast food. These include a Red Rooster, Zachary’s Pizza Bar,
Magic of India, Raymondo’s Gourment Pizza and Nosh It. Apart from the Red
Rooster (operates daily from 9.30am-9.30pm and 10.30pm Friday and Saturday
nights), operating hours are fairly restricted with the eateries generally opening
only for dinner.
In terms of convenience shopping, there is one convenience store of about
100m² along Gympie Terrace. The store has a narrow product line providing
only basic convenience items, such as bread, milk, cold drinks, chips, and some
toiletries.
The most recent development within the Noosaville Visitor Mixed Use Zone
has involved a boutique-style development on the corner of Thomas Street.
With the exception of the ice-creamery (and one vacant shop), all other six
tenants are high-end retailers and include Zambeze and Skaagen Denmark. This
further highlights the role of Gympie Terrace as a tourist and leisure
destination.
The Noosa Marina also provides a diverse range of restaurants and cafés. In
total, there are around 16 tenancies, four of which were vacant upon inspection.
Additional tenants include a hairdresser, footwear, spa, and gallery and
homewares store. The majority of restaurants offer fine dining.
2.3 PROPOSED DEVELOPMENTS
Enquiries with Sunshine Coast Regional Council in August 2010 have
identified a number of planned and proposed retail developments within the
Noosaville, Noosa Junction, Noosa Heads and Tewantin area:
• The largest application involves the expansion of Noosa Civic. Stage 3
of the proposal totals 35,000m² of lettable retail and commercial use
area and would introduce a two level department store, a second major
supermarket, a second discount department store, a number of mini-
majors, additional retail specialty shops (8,000m²) and two levels of
professional services and commercial office space (5,000m²). The
application is currently subject to Court Appeal.
• As part of the Noosaville Homemaker Centre, there is an approval to
utilise part of the existing carparking area located along the northern
Noosaville Convenience Centre EIA
