EXECUTIVE SUMMARY
At Council’s Ordinary Meeting 1 May 2014, Council adopted the Commercial Use of Community
Land Policy (the Policy) which replaced the Commercial Use of Community Land Policy which
transferred to Noosa Council from the Sunshine Coast Regional Council under the Local
Government (De-amalgamation Implementation) Regulation.
In accordance with the Policy Council invited expressions of interest (EOI) for businesses wishing
to apply for Commercial High Use Permits on community land. Council advertised in the
Sunshine Coast Daily on 3 May 2014 and in the Noosa News on 6 May 2014.
Respondents were invited to submit applications to LG tenderbox which is Council’s e-tender
portal. Applications closed 23 May 2014. There were 37 downloads by parties/businesses from
the e-portal. A total of 15 businesses applied for 11 activities.
Consistent with EOI and tender processes the following documents were available to
respondents via the e-portal:
Invitation for EOI – Contains general information for respondents.
EOI Process Terms – Details the acceptable conduct and obligations of respondents and
Council and includes further detailed information for respondents.
EOI Response Form – Enables respondents to respond to evaluation criteria via response
schedules.
Indicative Permit Conditions- Identifies the indicative permit conditions common to each
permit.
Commercial Use of Community Land Policy – Provides the policy framework for
respondents.
An evaluation panel was assembled bringing together various expertise and relevant skill sets
across different Council departments to assess the EOI applications. As a result of the
assessment process the principal outcomes are:
Of the 11 activities advertised 8 permits are proposed to be offered to the existing permit
holders.
That the main beach equipment hire permit be offered to the new respondent Dorajar Pty
Ltd.
That the catamaran permit not be offered to the one respondent (Noosa Beach Sailing) as
the respondent submitted a response of minimal detail and did not satisfactorily answer the
evaluation criteria.
