3.0 Bushfire Hazard Assessment 3.1 Bushfire hazard classification Figure 3. Council and State bushfire hazard mapping Figure 3 shows approximately half the site as designated “bushfire prone area” (BPA) mapped on the basis of SPP01/03 hazard mapping methodology, which is being applied by NC. A Vegetation Hazard Score of 6 (including coastal scrub with wallum heath) is likely to have been applied, along with a Slope Score of 3 (Undulating > 5 – 10%) and an aspect score of 1 (North to East); giving a Total Hazard Score of 10, equating to “Medium Hazard”. There is no apparent reason why some of the foredune complex is mapped BPA and some isn’t. A 50m safety buffer should have been added according to this methodology, but this appears not to have been done. BPA is defined under the BCA and Building Regulation 2006 as an area identified as such by Local Government (in this case using the methodology being applied by the State); and using “medium and high hazard” as indicators of bushfire prone land. The BCA calls up AS3959-2009 as providing “Deemed to Satisfy” construction levels for Class 1, 2 and 3 buildings constructed in bushfire prone areas. AS3959-2009 specifies building implications within 100m of designated bushfire prone land, or more strictly speaking, within 100m of intact, classified vegetation (50m in the case of grassland). This BMP establishes Bushfire Attack Levels (BALs) for the site using a combination of Methods 1 and 2 approach under AS3959- 2009.
