      6. OPEN SPACE MANAGEMENT
An Open Space Management Concept is provided in Attachment G with the summary of actions
described below.

The open space areas are restricted to those identified on the plan in Attachment G. For the most part
these areas are intended to provide the following open space outcomes:

      • Areas proposed as covenants to the east (i.e. west of Walter Hay Drive) and south of Lot 23-
          25 (i.e. north of Walter Hay Drive) for screening/buffer purposes – these are part of the
          approved OS3 – Preservation of Visual Amenity;
      • Area in the south (Cov L) for setback to Eenie Creek area and for the management of bushfire
          (setback);
      • Area in the west (Cov K) for stormwater drainage purposes (OS5); and
      • Areas in the west (Cov J) to be retained for stormwater drainage purposes (OS7 –
          Environmental Drainage).

No activities are necessary within these areas prior to vegetation clearing for the subject land
development.

Activities immediately prior to vegetation clearing would require the installation of temporary
protective fencing. Fencing is to be located around large trees (i.e. trees on boundary to be retained
within the covenant area). Tree protection measures and setbacks to be incorporated.

All works associated with tree lopping/pruning to be undertaken under the supervision of a suitably
qualified arborist (AQF level 5 Arboriculture) and in accordance with relevant Australian Standards
(i.e. AS 4970-2009 for protective fencing and AS 4373/96 for pruning and tree surgery works to
maintain the health and stability of trees and reduce potential hazards for future site users.

Permanent fencing is to be installed following the clearing exercise as follows:

      • Three strand star picket fencing associated with the interface with the OS area for Lots 2, 7-
          12, 22-25
      • Fauna exclusion/chainwire fencings or other barrier for the interface with OS area for Lots 3-
          4, 17, part 12 and 13-15
      • Bollards/survey markets to be installed along the bushfire management zone for Cov L

All Areas Rehabilitation along the open space boundary immediately adjacent to the development
area (i.e. following all construction works) to reinstate any disturbance due to fencing and
construction. As a minimum, a double row of groundcovers to be planted to stabilise the area and
minimise the potential for weed establishment. Placement of salvaged hollow logs into open space
areas (other than Cov L).

For all areas there is to be no dumping or storage of materials within the OS areas. Other than Cov L,
and as part of future rehabilitation purposes (if necessary), no native vegetation is to be removed
within the covenant areas.

Cov L is to be managed as a bushfire setback. Retention of canopy trees and removal of mid-storey in
accordance with the bushfire management plan 9 (Les Hawkes), with the immediate (southern-most)
20m in this environmental covenant will be managed with the following actions:

      • All weeds will be removed.
