An effective total of 652 parking spaces are provided for Stage 1 which exceeds the parking demands
based on surveys of the existing shopping centre and parking rates in the Noosa Plan.
If Lots D and E are not available for parking supply in Stage 1, an effective total of 543 parking spaces
are supplied outside these lots. This is generally in accordance with the cumulative parking demands
and greater than shared parking demand analysis implies. This parking supply is also generally in
accordance with surveyed parking demands and parking rates in the draft Sunshine Coast Planning
Scheme.
The parking supply, therefore, for the interim Stage 1 does not rely on parking provided on Lots D and
E. Parking on Lots D and E provides additional amenity to benefit not only the site, but the wider
community for an interim period only. Parking within Lots D and E, when developed will supply
parking within their own lots as required.
A total of 631 effective parking spaces will be provided for Stage 2 which is generally in accordance
with cumulative parking demands and greater than the shared parking demand analysis implies.
The proposed parking supply is therefore considered suitable for Stage 1 and 2 including interim
(construction) periods.
3. Amended plans addressing the character for the link road primarily ‘Designed for slow
speed through the introduction of a restricted alignment, tight road widths, vegetated
edges and raised crossings yet allow for articulated vehicles (IR Item 20)
Pinaroo Way provides slow points through raised pedestrian crossing treatments and curves with the
longest leg length being 140m between Lanyana Way and the main pedestrian spine. Queensland
Streets identifies that this leg length is suitable to restrict speeds to 45kph with all other leg lengths
having a lower design speed.
Lower speeds (down to 30kph) will result from on-road cyclists using the through lanes and
pedestrian crossing activity at raised ‘zebra’ type pedestrian crossings, including the provision of
limited duration on-street car parking. A low speed environment will be further reinforced by the
provision of minimum lane widths and 30kph signage.
The layout of Pinaroo Way has been designed to cater for AV access, being generally 7m wide. It is
not expected that there will be a high percentage of AV type vehicles using Pinaroo Way (Coles
servicing), with the typical design vehicle based on a HRV/Bus profile.
The provision of raised pedestrian crossings on this road would necessitate low vehicle speeds for
AV’s, however two of these should not unduly impact AV movements.
4. Demonstrate this pathway (shared path on Pinaroo Way) meets shared use standards and
should be 2.5m – 3m in width with associated shade tree planting (IR Item 24)
The southern Pinaroo Way verge between Lanyana Way and the shopping centre service access
provides a minimum 6m paved area with associated planters and landscaping. The width of this area
is sufficient for the provision of a 2.5m wide shared path which will provide pedestrians a sufficient
width to travel between shops and commercial uses.
The western verge of Pinaroo Way between the shopping centre service access and Noosa Drive
provides a 2.5m wide shared path which should be appropriately shaded by trees in the adjacent
Pinaroo Rotary Park.
