5. Provide further details as to what Education uses are anticipated and possible transport
impacts for the development and location of suitable transport infrastructure to service
such demand (IR Item 25)
The education use in the application is for Type 3 adult education. Tenants of this type typically
consist of small class sizes (less than 20 per class) with one staff member per class. The education
uses are envisaged to be similar in nature to the existing English language school in Noosa Junction.
The use is expected to cater for residents in the local community.
It is understood that potential education uses at this location would be run by a nearby educator and
as such administration associated with the use would occur off site.
Adult students typically utilise public transport and non-car (scooter and bicycle) transport to a higher
degree than transport associated with traditional commercial uses. This is supported by Council’s
parking rates for this use of 1 space per staff member and 1 space per 10 students. Considering a

typical classroom size of 50m , this relates to a parking demand of 6 spaces per 100m . This is
2
slightly higher than Council’s parking requirement of 5 spaces per 100m for commercial uses. It is
considered unlikely that education uses will take up more than 50% the commercial use area which
may result in an additional parking demand of 5 spaces, however, this is considered negligible in
terms of the entire development.
The development proposal is located close to a bus station, provides ample bicycle storage and
motorcycle spaces which is consistent with transport uses by staff and students of an adult education
facility.
6. Amended plans providing on road cycle lanes on ‘Pinaroo Way’ Link Road (IR Item 26)
TTM consider that the slow speed environment including traffic calming and signage for 30kph is
suitable for on road cyclists as the speed differential between on road cyclist and vehicle will be low.
For cyclists who do not feel comfortable travelling on a road of this speed, an off road shared path is
provided along Pinaroo Way.
7. Amended plans provided a high standard shared use pathway, 3.0m in width on the
western boundary with Pinaroo Rotary Park that connects with existing pathway linkages
into the park as well as the proposed speciality shop pathway to cater for off road cycle
usage (IR Item 27)
The plans have been amended to provide a minimum 3.0m wide shared path in this location.
8. Amended plans showing the specified 1200mm wide pathways identified on the Stage 2A
landscape development plans widened to minimum 2500mm, preferably 3000mm to
adequately cater for shared cycle and pedestrian use (IR Item 28)
The development plans have been amended to incorporate minimum 3.0m wide shared paths along
Pinaroo Way and through the car park.
9. Amended plans showing high standard off road shared pathway on the south western
edge of Pinaroo Rotary Park and provide a shared use width of 3.0m (IR Item 29)
The plans have been amended to provide a minimum 3.0m wide shared path in this location.
10. Plans demonstrating more extensive traffic calming measure to prioritise pedestrian and
cycling movement that reduce traffic speeds to maximum 30km/hr (IR Item 30)
This is discussed in Item 3 identifying the combination of raised crossings, bends in Pinaroo Way,
narrow lane widths, on road cyclists, higher than average pedestrian activity in adjacent areas and
signage will result in low speeds on Pinaroo Way.
