Cover letter_Information Response
11. Amended plans showing improved off road connectivity to these facilities through the site
and demonstrate improved connectivity to the proposed bike parking facilities (IR Item 31)
The bicycle facilities adjacent to the tavern / hotel have been relocated to the end of the central
pedestrian / cyclist spine from the shopping centre. This central spine is a minimum 2.5m wide in
accordance with other items in this Information Request.
12. Demonstrate the proposed loss of public parking does not adversely impact on the
parking demand of the greater Noosa Junction commercial area including the need for all
day parking (IR Item 34)
This is discussed in Section 4.3 of the Traffic Report. It is noted that the existing Shopping Centre car
park provides parking supply to external sources. Conversely, Zone 4 in the Traffic report includes
some parking demand from the existing shopping centre. A sensitivity analysis was conducted which
includes the demand in the shopping centre car park only, with incremental addition of parking
demands surveyed in the Council car park and bowls club car park combined. As such this parking
demand survey includes parking demands from the greater Noosa Junction commercial area and the
Bowls Club which is to be relocated.
As the proposed parking supply is greater than the predicted shared parking demands of the
development, some additional external parking within the site is not expected to lead to parking
issues.
The majority or parking within the existing Council car park appears to be related to the Noosa Fair
Shopping Centre. As discussed in a separate DA and Section 4 of the traffic report, the parking
supply within this existing shopping centre is suitable to cater parking demands from this centre with
some external demand. It is noted that a significant level of parking on the southern side of the
existing car park is regularly underutilised. As such the proposed development is expected to result in
a more efficient use of existing car parking areas.
The Noosa Fair Shopping Centre car park is not time restricted and the majority of public parking
within proposed development area is not expected to be time restricted either. As such there is
expected to be sufficient long stay parking availability for internal and external users. This may be
reviewed in the future should parking issues arise.
The car parking designation within the development area is in accordance with the Noosa Junction
Placemaking Strategy and includes the following car parking provisions:
Short term parking in close proximity to retail outlets is located on Pinaroo Way;
Medium term parking is located along Pinaroo Way adjacent to Pinaroo Rotary Park; and
Long term public parking is located at the extremity of the study area, outside of the
development site.
13. Provide a detailed breakdown of the proposed parking arrangements (IR Item 35)
The base parking demands are attached to this response. The sources of these parking demands are
as follows:
Shopping centre parking demand is based on parking surveys undertaken on Thursday 29
November and Saturday 1 December as detailed in the traffic report;
Hotel / Bottleshop parking demand is derived from a week long traffic generation survey
(Thursday 18 June to Wednesday 24 June) conducted on behalf of DTMR in 2009 on a
similar site in Morayfield. It is noted that the hourly parking demand percentages are based on
this survey, however the peak parking rate is based on a similar development in Coolum (4.8
2
parking spaces per 100m GFA);
