• W ell vegetated w ith locally native species from the established streetscape planting
palette and cues from P inaroo R otary P ark
• P roviding adequate lighting for safety of pedestrian and vehicles
• P roviding street furniture – seating, rubbish bins, drink fountains
Response:
Amended plans prepared by Mode Design are attached which further address the character of the link
road. The plans show the road designed for slow speed, while allowing for articulated vehicles and
provide a landscape concept indicating a well vegetated link road can be achieved. The slow speed
environment of the road is also reinforced by TTM Consulting in their correspondence (refer item 3)
included in Attachment 1. Further details on landscape species selection, lighting and street furniture
can be addressed as part of a subsequent operational works application. Any specific requirements in
relation to these street character matters can be conditioned with a material change of use approval.
21. Am ended plans relocating the toilet facilities to a m ore central position that services
the public access adjacent to the proposed P laza connection and w alkw ay and new
speciality shop developm ents.
Response:
The development site will be well serviced by toilet facilities. Toilet facilities are provided within Noosa
Fair Shopping Centre and the proposed tavern. Given the location of these toilets, additional toilet
facilities near the plaza connection and walkway and new shops is not considered necessary. The
Noosa Junction Placemaking Strategy for increased activation of Pinaroo Park, including a new
children’s playground near the Noosa Drive roundabout is acknowledged. In this regard the applicant
proposes the construction (or contribution for) new toilet facilities to service the new playground area.
The toilet facilities would be designed and located to meet the safety criteria for these facilities within
recreational reserves consistent with the many new facilities being provided within Council park
reserves throughout the region.

Desired Standards of Service .
Response:
The Open Space Strategy does not separately define a local civic park which is included within the
open space category of ‘Recreation parks’ defined in Table 1 as ‘used by the community for social,
recreational and cultural activities which provide complementary landscape and amenity values
including civic spaces’.
The Open Space Strategy for Noosa Heads indicates Noosa Junction streetscapes provide local
amenity feature and provide the community hubs for this locality. The current performance of
recreation parks indicates that Noosa Junction has no identified central civic or recreation space within
the community hub. Future directions for recreation parks includes consideration of opportunities to
establish two local recreation parks through embellishment … One of these would support the
development of a community hub in Noosa Junction.
While the development does not create a new recreation park, it provides for and encourages
increased functionality, visitation, usage, and pedestrian and cyclist access of the existing and
