Town Planning Report
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
The proposed development seeks to incorporate a range of land uses that are consistent with the nature of
the existing Noosa Civic and the range of uses traditionally found in a centre of the style proposed. Uses which
may occupy the tenancies of the expansion include (but are not limited to) uses such as traditional shops,
larger format showrooms, banks, travel agents, medical centres and pharmacies, child minding services,
libraries, information centres and food outlets including small bars, restaurants and cafes.
The proposed development particularly seeks flexibility in relation to the use of the multi-use area, which may
be subject to short-term hire arrangements for uses such as adult education and training or community/charity
events.
The proposal seeks to allow the at grade car parking area to the east of the Civic Plaza to be used for temporary
market purposes.
The use of the site for a substation, related to the expansion, is also proposed.
4.6 Parking, Access, Circulation and Servicing
Cardno has undertaken a traffic engineering assessment of the proposed development to determine the
appropriateness of proposed access, circulation and service vehicle arrangements.
Details of the assessment are provided in Appendix D – Traffic Impact Assessment Report to this report.
A summary of the findings of this report are provided below.
4.6.1 Car Parking
The proposal involves an additional 1,000 car parking spaces, the majority of which are located in an undercroft
level (690 spaces), with the remainder in three areas at ground level (120 spaces, 90 spaces and 100 spaces)
in front of the proposed development in the eastern corner of the site.
No parking will be provided along the internal road network or Walter Hay Drive.
Proposed car parking supply includes a total of 24 accessible spaces (8 ground, 16 undercroft), located in
close proximity to the building entries.
4.6.2 Circulation and Access and Servicing
The proposed development involves the expansion of the existing internal road network through the extension
of Hofmann Drive as an internal public road to the south of the expansion, to connect to Walter Hay Drive in
the east, and the construction of a new internal private access road to the east of the expansion. These works
complete the internal loop road within the SBC to link the individual precincts which comprise the SBC. New
roundabouts will be constructed at either end of the new eastern access road, at its intersections with the
extended Hofmann Drive and the existing internal road network. Both new roads have a single lane of traffic
in each direction separated by a landscaped median.
The proposed expansion is provided with seven vehicular access locations which are summarised in the below
table.
