4.6.4 Pedestrian Access and Bicycle Parking
A network of cycle and pedestrian pathways is presently provided throughout the site and along the
surrounding external road network. This network will be expanded as part of the proposal to provide linkages
between the expansion and the internal road network, existing centre, public transport stop and existing and
proposed car parking areas. At undercroft level, a central pedestrian pathway with pedestrian crossings linking
to the two pedestrian entries is provided.
Bicycle lanes will be provided on new internal access roads, including the extended Hofmann Drive and the
eastern access road.
The proposed development will also provide end of trip bicycle facilities for employees and visitors. Visitor
bicycle parking is provided to the east of the northern entry to the expansion, while employee facilities will be
provided within the building. Cardno recommend the provision of the following facilities:
23 lockable visitor bicycle spaces;
40 secure employee bicycle spaces;
20 employee individual lockers; and
4 shower cubicles and supporting areas.
4.6.5 Public Transportation
Noosa Civic is presently provided with a public transport stop, located at the front of the existing centre. The
following bus routes service this bus stop:
Bus Route 622 which services Noosa Heads, Peregian Springs, Coolum Beach, Marcoola and
Maroochydore;
Bus Route 628 which services locations including Noosa Heads, Noosaville and Tewantin; and
Bus Route 629 which services locations including Noosa Heads, Noosaville and Tewantin.
The proposed development will utilise these existing public transport services.
4.7 Pedestrian Link
The proposed development includes a 12 metre wide pedestrian link across Covenant J, which is located
between the existing centre and the proposed expansion. The pedestrian link is roofed and partially enclosed,
with operable sun and air control devices on the southern side for weather protection and climate control.
The pedestrian link is intended to provide a space for pedestrian movement and passive recreation. Seating
is proposed within the pedestrian link, to allow the retained vegetation within the covenant to be viewed and
appreciated by pedestrians. The design is intended to provide a sense of immersion within the vegetated area.
The pedestrian link does not include any retail floor space or tenancies.
Covenant J is retained as part of the proposal and will continue to separate the existing centre from the
expansion. The pedestrian link involves minimal intrusion into the covenant area, being formed by an elevated
structure spanning the covenant area. Two columns are proposed in the centre of the structure for support.
Areas of the covenant shaded by the pedestrian link will be improved as a habitat space with logs and rocks.
A Covenant Interface Management Plan (CIMP) has been prepared by Cardno (refer to Appendix G to this
report) to ensure the interface between the proposed expansion and the retained vegetation in Covenant J is
appropriately managed to avoid adverse impacts on natural values. The management plan includes targets
relating to weed control, native vegetation retention, bushfire, wildlife and management. Each target is
supported by actions, tasks, performance indicators, monitoring and review actions, corrective actions and
responsibilities.
