Town Planning Report
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
4.8 Landscaping
A landscape concept has been prepared for the proposed expansion by Cardno (refer to Appendix C to this
report). It follows a broader strategy to integrate natural landscape throughout the SBC so the built form on
the site is immersed into a natural bushland setting.
The landscape concept identifies the following primary components:
the retention of a layer of vegetation between the internal loop road and the expansion area;
new native tree plantings throughout the expansion;
a Civic Plaza area improved with a feature play/art space, open grassed area, boardwalk, planted
arbour, artwork elements, informal seating and path zone and retained and enhanced native plantings;
shade tree planting in car park areas as part of new bio-retention basins;
shade tree, low native tree and low native ground cover plantings in central medians of proposed
internal access roads;
a pedestrian walkway linking the Civic Plaza to the expansion;
similar pavement finishes between vehicular and pedestrian areas at the north of the centre to promote
expanded pedestrian movement;
retained vegetation surrounding Covenant J; and
a concrete pedestrian path to the north of Covenant J linking the expansion and the existing centre.
4.9 Infrastructure Services and Stormwater Management
4.9.1 Water, Sewer and Electricity
An Engineering Report has been prepared by Cardno for the proposed expansion (refer to Appendix E to this
report).
The Engineering Report provides an assessment of the proposal’s ability to be provided with sufficient
services, including connections to water, sewer and electricity networks.
In relation to water and sewer infrastructure, the report finds that the existing network provides sufficient
capacity to support the proposed expansion.
In relation to the electricity network, the report finds that electricity connection to the proposed development
may be provided through the extension of the existing 11kV network or through the establishment of a new
11kV connection from the closest substation. Approval has been sought in this application for Service and
utility (Type 2 Installation), which includes a substation.
4.9.2 Excavation and Filling
The Engineering Report provides a discussion of matters relating to excavation and filling proposed, including
acid sulfate soil, groundwater and earthwork management matters.
The report identifies that previous investigations undertaken across the site (as part of the existing Noosa Civic
development) found that there was negligible probability of the occurrence of potential acid sulfate soils. The
report however notes that an area associated with stormwater management adjacent to the undercroft car
park will include excavating a volume in excess of 100m 3 below 5mAHD and therefore an acid sulphate soils
investigation will be required to be undertaken prior to the commencement of any site earthworks.
In relation to groundwater, the report also finds that, based on previous assessments, any issues associated
with groundwater will not be significant.
The report identifies that the proposed earthworks will be undertaken using standard construction methods
and conventional equipment.
The report also includes a Construction Environmental Management Plan and an Erosion and Sediment
Control Plan which are to be implemented during construction.
