Town Planning Report
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
4.9.3 Stormwater
The Engineering Report also includes a Stormwater Management Plan (SMP).
The SMP considers matters relating to both stormwater quantity and quality.
In relation to quantity, storage will be provided within the at-grade car park areas in front of the expansion. In
the south-western corner of the expansion area adjacent to the undercroft car park and servicing areas a
detention basin will be constructed to mitigate stormwater flow. The SMP finds that this combination of storage
provides sufficient capacity to prevent adverse flooding impacts external to the site.
In relation to quality, the proposed development will incorporate bioretention treatment areas within the
landscaped areas of the at grade car parking areas and a larger bioretention treatment area to the south-west
of the expansion. The SMP also includes the possible provision of a 300KL rainwater tank to capture roof
water and allow for its reuse as part of the proposed development. The SMP finds that with or without the
rainwater tank, relevant stormwater quality objectives are achieved.
4.10 Ecology
A State and Local Ecological Assessment has been undertaken by Cardno (refer to Appendix F to this report).
The report considers the ecological (flora and fauna) impacts of the vegetation clearing proposed as part of
the expansion, the construction of the pedestrian link over Covenant J and the extension of Hofmann Drive
(part of which will occur within Covenant J). The expansion will result in the clearing of a total of 7.5ha of land,
which includes approximately 7.2ha of koala medium value bushland habitat and medium value rehabilitation
habitat that supports approximately 3,118 non-juvenile koala habitat trees. The report considers both state and
local impacts in its assessment.
The assessment undertaken finds that the area of the site to which the proposed expansion relates includes
the following ecological values:
regrowth vegetation, with few remnant trees;
planted landscaped areas;
a small area of potential habitat for the Wallum Froglet and Wallum Sedgefrog;
koala habitat trees;
habitat for a diversity of species; and
potential habitat for the Elf Skink.
The report identifies the direct impacts of the proposed clearing on these values as the loss of regrowth
vegetation and habitat or potential habitat for a range of species including the Koala and Elf Skink.
The report identifies potential indirect impacts, including changes in hydrology or subsequent clearing as a
result of proximity of development to retained trees.
The report identifies a number of mitigation measures which will be implemented to reduce the impact of the
proposal. These include design considerations such as:
the elevation of the pedestrian link and upgrading a low lying flooded culvert to enable greater wildlife
movement through Covenant J to Eenie Creek to the south;
the design of stormwater infrastructure to not change local hydrology;
the elevation of the extended servicing arrangements around the southern side of the existing Noosa
Civic on a podium to reduce impacts on potential Wallum Froglet habitat;
the minimisation of tree clearing in the Covenant J area; and
the retention of existing native trees in car parking and circulation areas.
The report identifies a number of ongoing mitigation measures which will be implemented during the
construction and operation of the expansion, including the adoption of the Construction Environmental
Management Plan (refer to Appendix E – Engineering Report) and the CIMP (refer to Appendix G).
