SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 OCTOBER 2018
and day use areas, designed with full disability access. In addition the playground will be fully
fenced to its perimeter with public access limited to 2 gated entrances from Marara St carpark
and the existing pedestrian bridge pathway from the Old Mill area. Whilst not all playground
elements (such as, for example, certain planned climbing structures and minor creek-edge
landscaping) will be capable of providing all-abilities access, the design focus remains focussed
on ensuring the majority of play-space in the park will offer experiences available for patrons of
all ages and abilities to enjoy.
Outside the scope and funding of this project but associated with future improvements for the
neighbouring streets and areas are:
Additional carparking to Maple Street between Marara Street and Cooroy Creek bridge;
Additional carparking to the Lower Mill area;
Pathway works to Apex Park;
Raised pedestrian crossing (shared zone) at Maple Street next to the Library;
Modified/upgraded local pathways and signage.
3. Recent Activities
Below is a list of activities to date:
development of concept drawings and ideas for the playground with an expert local
architect;
preparation of the Project Management Plan;
commencement of internal consultation to present the concepts (incl. Councillors and
Parks and Gardens, Building & Facilities, Finance, Executive Team and Cooroy Library
staff);
continuing external stakeholder consultation to present the project and concepts;
procurement of a qualified landscape architect and associated sub-consultants to deliver
the detailed design of the playground;
identifying and controlling emergent issues with soil management, underground services
and local parking and pedestrian requirements;
commencement of a process with the Libraries and Galleries staff for engaging with the
public to procure local artwork for the playground;
preparation of design and cost estimates for additional carparking, Maple Street raised
crossing and local pathway improvements under the Forward Design Program.
4. Project Groups Establishment
As a project delivered under Infrastructure Services, the monthly Capital Works Project Control
Group and Capital Works Executive meetings will provide the governance framework for
maintaining the overall project in terms of budget, schedule and risk.
In addition to the internal project governance described above, given the high-profile nature of
the project, the impact on the local community and a high number of project elements crossing
different branches within Council, it is proposed to establish two separate groups to provide input
to the project as it develops and allow ongoing feedback throughout the design and delivery
process. The purpose of these project-specific groups is to ensure key stakeholder feedback is
captured throughout and maintain good internal and external communication as the project
develops.
The two proposed project groups are:
Internal Working Group; and
External Reference Group.
