There appears no distinct or apparent reason that the nature, design and operation of the Noosa
Marketplace either as individual tenancies, or collectively, are at a scale that impacts cannot be
managed through normal conditions of approval. The proposal is considered consistent with the Shire
Business Zone intent for a:
“dynamic mix of development with an appropriate integration of uses”.
The development is not expected to generate significant impacts such as noise, odour, dust, or waste
on the surrounding area or have an adverse impact on the established natural covenant environment
areas. Therefore, we contend that all parts of (a)(i to iii) are adequately addressed – See detailed
response to the nature, design and operation matters in sub-item 2 below. An extract of the revised
site plan is provided in Figure 4 below.

Sub-item 1 requests for “clear interchangeable uses respectful to the built form, layout and car
parking”.
In land use terms, we provided the following specific examples on the interchangeable or consistency
of the layout of the building, and associated curtilage, for the uses stated within the Undefined Use
categories:
1. The current tenancies T02 and T19 (building 3) and T20 (building 4) are wholly contained within
Precinct B3 and thus the uses of showroom and office development are consistent development.
