The removal of the Small Scale Business Precinct completely from the draft plan seems at odds with
pre-lodgement discussions on the current development application, this information request and
Council’s strong advocacy for those businesses in the start-up or incubator phase. We contend that
there is a still a role for these smaller tenancies and seek to retain this aspect in the Noosa
Marketplace proposal.
The new Showroom Precinct supports showroom uses for tenancies between 400m² to 2,000m²,
being subject to Code Assessment. However, with a maximum showroom cap of 3,500m² overall this
is considered overly prescriptive. The site area is not qualified however it appears to be a slightly
larger in size to the current B3 zoned land (approx. 6,600m²). The retention of this precinct in the draft
plan is welcome however as detailed in the Economic Impact Assessment addendum (Appendix D)
we contend that the retail cap is still insufficient and this development application seeks additional
retail floor space.
The extension of the Business Park Precinct, in lieu of low impact industry zoned land, was partly
reflected in the applicant submission on the draft plan however the level of assessment for supported
uses, such as Office or Health Care Services, at Impact Assessment remain a significant barrier to
entry. As noted above and throughout this response, the proposed development is consistent with the
current scheme as it allows for limited low impact industry proposed.
The changes in the precincts are shown in more detail in the Figure 3 below.
