    spare parts for such goods. The term does not
    include a large shop

We note the following:

• The increased GFA in the proposed retail showroom definition seeks to further differentiate the
      need for premises that provide larger floor plates;

•     The bulky goods component is retained;

• The limitation on the types of goods sold are removed for a more flexible approach for those
      businesses requiring larger tenancies for retailing of large stock of similar or related goods;

• There is no confusion that the retail of goods could be a ‘large shop’; and

• This approach removes any doubt on the level of assessment for any single tenancy. This is not
      currently the case with some uses being consistent uses and others inconsistent uses by virtue of
      the mixed zoning (for both current and draft plans).
Furthermore, the planning scheme specifically anticipates instances where a proposed land use does
not fit within any of the existing definitions. In this respect Division 9, Table 11.7 Assessment table for
the Shore Business Centre Zone – Making a Material Change of Use provides that ‘Other uses’ being
‘uses not otherwise defined’ requires Impact Assessment.
Large floor plate retail is recognised as a sustained trend. Of note, Council commissioned a series of
studies to inform and shape the Draft Plan - The Noosa Centres Hierarchy Review 2017 (Centre
Hierarchy Review). Part 2.1 Retail trends of this report recognises the strong growth over the past 10
years in large floor plate shops that locate with showrooms and bulky goods outlets.
Similarly, Part 2.3 Bulky goods of the Centre Hierarchy Review acknowledges that:

• The retail experience is an evolving industry, responding to changing consumer preferences and
      expectations. This includes more hybrid retailers that sell both bulky goods and smaller items in
      large shop / superstore or outlet store formats; and

• Recognises the mutual benefits of co-location and cumulative activity with adjacent centres
The site, as part of the Shire Business Centre and adjoining the Noosaville Industrial Estate, is well-
located in an established business and enterprise precinct with a mix of uses including retail,
commercial, government, light industrial and industrial premises.

As Division 16, Section 11.7.2.(a) parts i, ii and iii of the Noosaville Locality Code Overall Outcomes
state:

          a) New uses and works are located, designed and managed to—

                i. be compatible with other uses and works;
               ii. maintain the safety of people and works;
              iii. avoid significant adverse impacts on the amenity enjoyed by users of other premises
                   or surrounding area, including acoustic and visual qualities
