Bushfire Hazard Assessment & Management Plan v2 NCES REF: J000542 Lot 9 on RP225312-— 100 Cooyar Street, Noosa Heads ° 13.47kW/m2 RHF from VHC 29.2 to the South-east (based on 30.6m separation); and © 12.89kW/m? RHF from VHC 34.5 to the east (based on 25.6m separation). In this instance the application is somewhat unique in that the majority of the proposed enforced retreat from the existing building’s footprint. At a minimum, it is advocated the application should result in 4 non-worsening of bushfire risk acting on the building and occupants therein. In this regard the proposed construction of a new building within the modelling results indicated that the provision of a 2.5m radiant heat barrier will reduce the RHF exposure to 10kW/m2 and thus is deemed acceptable to satisfy the requirements of Assessment Benchmark 3. The output transcript of the 2.5m high barrier model run is presented as Appendix 5. Therefore, it is recommended a 2.5m non-flammable fence is constructed adjacent to the southern extension of the existing building footprint. The fence must extend far enough so that any Part of the building extension which is not directly shielded by line of sight to the adjacent bushland hazard is exposed to 10kW/m? radiant heat flux or less. The extent of the radiant heat barrier required to achieve this is depicted on Figure BFO4 — Setback Requirements and consists of a barrier length of 37m north of the south-east property boundary and 40m west of the southeast property boundary. A linear landscape treatment of low flammability native Species either side of the radiant heat barrier can help increase the aesthetics of the barrier but also assist with further reductio of the radiant heat flux acting on the building extension, The following circumstances are also deemed to reduce the potential severity of impact that may arise as a result of the identified risk (additional context is Provided in Section 5). ¢ All emergency services required during a bushfire event are located directly adjacent to the site to the west including Noosa Heads Fire & Rescue Station, Noosa Heads Police Station, and Queensland Ambulance Service; ¢ The proposed development will be connected to town water hence have a pressurized reliable supply of water in an emergency; ¢ No increase in the number of people living or congregating on premises is Proposed; ¢ Formed sealed access points are available to the north and south perimeters of the site and the development design proposes a continuous, level, unsealed, trafficable points, thereby facilitating direct access to a potential fire front for fire suppression Purposes (refer BF04 green linework); ¢ The developer Proposes to voluntarily design the building to the applicable AS3959 2018 BAL construction standard hence the building could be expected to withstand the radiant heat flux and ember attack for the modelled bushfire conditions (refer Section 6); © 2023 22
