SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 APRIL 2019
Previous Council Consideration
Ordinary Meeting Minutes, 15 February 2018, Item 6, Page 12
That Council note the report by the Procurement and Contracts Advisor to the General
Committee Meeting dated 12 February 2018 and adopt the Sole Supplier and Specialised
Supplier lists, provided at Attachments 1 and 2 to the report, for the next twelve (12) months.
Finance

Risks & Opportunities
There is a risk associated with legislative compliance should Council not resolve to create the
listings and subsequently fail to undertake the quote or tender process. Establishing the sole and
specialised supplier lists reduces Council’s risk of breaching regulations relating to the
establishment of medium and large sized contracts.

Internal Consultation
The existing Sole Supplier and Specialised Supplier listings were distributed to all Branch
Managers and Department Directors for review, seeking detailed responses to either have
nominated suppliers remain on the lists (adopted by Council 15 February 2018), or request the
addition of new suppliers to the current listings.
Staff were asked to provide evidence supporting their request for either a sole or specialised
supplier. The Procurement Branch completed a review of these requests and considered they
met the definition of sole or specialised.
