SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 MAY 2018
Previous Council Consideration
Ordinary Meeting, 15 February 2018, Item 3, Page 11
That Council note the report by the Manager Waste and Environmental Health to the Services
and Organisation Committee Meeting dated 6 February 2018 regarding a new licence for
operation of the Reusable Goods Recycling and Sales Facility at the Resource Recovery Facility,
Eumundi Road, Doonan and:
A. Award a licence for a period of 7 years (plus three licence extensions of one year each at
Council’s discretion) to Resource Recovery Australia;
B. The licence commencement date to be prior to 1 July 2018 as determined by the CEO;
C. Authorise the CEO to extend the current licence for Noosa Community Training Centre to
operate the site until a transfer of licence to Resource Recovery Australia can be smoothly
achieved;
D. Offer to purchase the existing Noosa Surf Club building and the small storage shed on site
from Noosa Community Training Centre for an agreed market valuation;
E. Require an undertaking from the successful tenderer in accordance with their proposal to
offer employment to existing Briteside staff where staff meet the relevant employment
criteria;
F. Request the CEO to explore ways in which Council can support Noosa Community
Training Centre to deliver their local training programs in the absence of revenue from the
Briteside Tip Shop and report back to Council.
Further to item B of the resolution, the commencement date has now been negotiated with
Briteside and RRA as 1 June 2018.
It is important to note that the tender encouraged tenderers to be innovative and a key
performance outcome was improved diversion of waste from landfill. In their tender RRA
indicated they had the ability to process mattresses and recover foam and cloth. This was
considered to be an advantage for RRA during discussions on the awarding of the tender.
Finance
Council is already paying Endeavour to provide relief staff at the weighbridge and rural transfer
stations for annual leave replacement and sick leave absence. As a result, there is no significant
financial impact if this staffing arrangement with RRA is implemented. In fact, to call tenders and
engage external casual employees to relieve at the weighbridge would possibly be more
expensive than this proposal.
The estimated cost of providing these staffing services is $50,000 per annum or $350,000 over a
seven year period.
The processing of mattresses will cost $15 per sprung mattress which is $4 per mattress more
expensive than the current payment made to Briteside staff but has the additional advantage of
diverting a large volume of foam and cloth covering material from disposal to landfill.
The estimated cost to Council of recycling mattresses is $37,500 per annum or $262,500 over a
7 year period.
