GENERAL COMMITTEE MEETING AGENDA 12 OCTOBER 2020
Figure 18: increase in GFA to Level 2
Figure 19: increase in GFA to Level 3
The proposed total GFA complies with the requirements of the 1985 Town Plan, however
exceeds the allowable GFA under the provisions of The Noosa Plan 2006 by 175.24m2.
Whilst the proposal exceeds the gross floor area provision of Specific Outcome 13, the
proposed development meets Specific Outcome O9, which states:
The site cover, gross floor area and plot ratio of buildings and other roofed structures –
a) results in a building scale that is compatible with surrounding development;
b) does not present an appearance of excessive bulk to adjacent properties, roads or
other areas in the vicinity of the site;
c) maximises the retention of existing vegetation and allows for soft landscaping between
buildings;
d) allows for adequate area at ground level for outdoor recreation, entertainment, clothes
drying and other site facilities; and
e) facilitates onsite stormwater management and vehicular access.
The 28.0m2 GFA increase to the ground level Providore tenancy is a roofed, unenclosed
structure. As such, the roofed area will not present an appearance of bulk to adjacent
properties or Hastings Street. The renovation of the Hastings Street elevation of the Netanya
development will result in greater activation and visual interest from the perspective of the
pedestrian experience along Hastings Street, with the architectural Peer Review carried out
by NRA-CO-LAB (Noel Robinson) stating ‘the alterations to the entry of the site have
provided good street presence to the Providore tenancy’. In addition, the proposal maintains
and enhances the existing area of landscaping, whilst providing additional and improved
landscaping within the subject site. Therefore, the proposed gross floor area is acceptable
and compatible in the context of the subject site and historical development within Hastings
Street.
