Price
The evaluation methodology considered non-price elements (60% of the score) and a price
component (40% of the score).
For the non-price elements, APG Group Pty Ltd and Nature Zone Landscaping & Property
Maintenance Pty Ltd received the highest scores respectively for each separable portion.
Both companies are owned and operated in the Noosa Shire and contribute to the local
economy and employment.
For the price component, APG Group Pty Ltd and Nature Zone Landscaping & Property
Maintenance Pty Ltd received the third highest scores respectively for each separable
portion. However both pricing submissions were within the allocated 20-21 budgets for both
mowing and weed control.
In the overall evaluation, APG Group Pty Ltd and Nature Zone Landscaping & Property
Maintenance Pty Ltd submissions scored highest for each separable portion due to their
detailed and comprehensive responses to all the criteria and their competitive pricing. They
are therefore recommended as the preferred contractors for each separable portion of
1920T149 Mowing and Weed Control Services.
Finance
Following the finalisation of the evaluation, Council requested a Best and Final Offer (BAFO)
from APG Group Pty Ltd for Separable Portion A. The BAFO process provided clear
guidance including that the tenderer was not to change any aspect of their offer other than
price. Subsequently APG Group Pty Ltd responded with a 2.5% price reduction which
amounts to approximately $30,219 per annum. This BAFO request was undertaken due to it
having no material impact on the outcome of the tender and did not involve any change to
the specification which would oblige Council to provide the same opportunity to other
tenderers.
The Separable Portion B Weed Control Services replaces a previous contract for landscape
maintenance of the major road areas. An assessment was made that horticultural activities
such as pruning would be more effectively undertaken on an as-needs basis with contractors
sourced for Council’s Landscaping Services panel. It is anticipated that this more targeted
approach to the landscape maintenance will result in an overall saving of $40,000.
