GENERAL COMMITTEE MEETING AGENDA 12 OCTOBER 2020
Council has already engaged with ASA to provide details about what needs to be covered
by the terms of reference. Other community groups including Flight Path Forum Inc have
done the same.
On Saturday, 19 September 2020, ASA conducted a community engagement session to
discuss the proposed post-implementation review and in particular, the proposed terms of
reference for that review. The CEO attended that community engagement session on
Council’s behalf. Also present were representatives of community groups from across Noosa
Shire and Sunshine Coast Council representing residents in the areas affected by the flight
paths.
At that meeting: -
ASA acknowledged that it had a “trust deficit” with the community based on its
community engagement processes to date and committed to working more closely with
the community through this post implementation review;
ASA received significant feedback at that meeting about what the terms of reference
should look like and how they should be developed;
ASA took on board a number of principles provided by the community groups and
undertook to draft a community engagement plan as part of the terms of reference
process and to consult with the community on this;
ASA committed to publishing all material from that community engagement meeting
held on 19 September. Details can be found here –

2020
One of the most critical elements of the post-implementation review will be the opportunity
for community suggested alternative flight paths to be considered. This did not effectively
occur in the original review process.
Flight Path Forum Inc, as the umbrella organisation for most of the affected community
groups in our region, are proposing to commission an independent consultant to develop a
number of potential flight path alternatives which could be considered in this process. The
cost of undertaking that work is just under $20,000.
Our Council has always taken the position that we need to support our community on this
issue to ensure that community input is heard and can have a meaningful impact on the final
flight paths. As such, it is recommended that Council make a contribution towards the cost
of this work to be commissioned by contributing $5,000 towards Flight Path Forum Inc. It is
expected that there will be a range of alternative flight paths that can be considered as part
of that process.
(Note - Since preparing this report to Council, ASA have published a draft terms of reference.
They are currently being reviewed by the CEO who is consulting with Flight Path Forum Inc
and will co-ordinate a submission back to ASA. Feedback on the draft terms of reference are
due by 1 November 2020).
4. Other issues
It is important that Council also recognise several other issues at this time.
Firstly, the airport has been constructed on its new alignment and flights to and from the
airport need to approach and depart from somewhere. In other words, there will be flight
paths. At the end of this post implementation review process, there will be flight paths coming
