Noosa Civic Expansion
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
It is the Applicant’s view that the proposed development and the existing centre will not operate
as two separate centres. Rather they will operate as a single, integrated centre for the following
reasons:
the entire expended centre will be connected by internal walkways;
the longest distance from one end of the existing centre to the other end of the proposed
development is the same as the length of Hastings Street, being approximately 400 metres,
which is well recognised as a suitable walking distance (approx. 5 mins);
the entire expanded centre will be on a single parcel of land;
the entire expanded centre will be under single ownership;
the entire centre is under the control and administration of a single management team;
the centre will logically be branded and marketed as a single entity;
all signage, graphics and décor will match to provide a cohesive environment;
marketing and community events will involve the whole centre;
a whole-of-centre leasing strategy will be employed to create complementary retailer and
consumer precincts to strengthen the overall offer of the centre;
no facility will be exclusive to a particular user and the property will be shared in common,
creating stronger linkages;
security, cleaning, operating hours, landscaping scope and schedules will be the same
ensuring a common look, feel and level of service;
the existing centre is currently being refreshed to match the proposed development;
the entire expanded centre will be supported by at-grade parking surrounding the entire
centre (plus under croft parking under part of the centre);
the entire expanded centre will be accessed via three main entry intersections on the
adjacent external road network, all serving the entire expanded centre; and
the entire expanded centre will be accessed via an internal road network connecting all parts
of the centre.
4.5 Traffic
“The overall traffic growth rate suggested of 1.5 percent per annum is considered reasonable but
this growth may not occur evenly over the network. For example, it is likely that traffic growth
rates will be higher on Walter Hay Drive and Eenie Creek Road than Eumundi Road.
Information Required:
42 Further consideration should be given to the above issue.”
RESPONSE
Please refer to Appendix D – Traffic and Transport Response for a complete response to this
item.
In summary, the annual growth rates for the seven (7) individual intersections listed in the Traffic
and Transport Response between 2009 and 2014 ranges from 1 - 2% negative growth to 1 -
6% positive growth. When these results are averaged over the seven intersections, the growth
rates are 1.2% per annum (weekday PM) and 1.4% per annum (Saturday), which supports the
adoption of an overall growth rate of 1.5% per annum.
It is noted that there was a spike in traffic volumes between 2007 and 2009. Nonetheless, Cardno
considers the adoption of an overall growth rate of 1.5% per annum to be an appropriate
