SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 OCTOBER 2020
o Existing infrastructure around the school;
o Complexity to deliver – distance between schools, number of schools, number of
students;
o Audience – high school versus primary school;
o Precinct coordination.
Feedback from the following stakeholders:
o Senior Advisor (Road Safety) Department of Transport and Main Roads (TMR);
o Zero Emissions Noosa (ZEN);
o Infrastructure Planning Design & Delivery Manager;
o Noosa Council Project Officer, Waste;
o Noosa Council Community Development Officer;
o Noosa Council Technical Officer – Traffic and Transport;
The ability of one part-time resource to complete the work.
The program will be evaluated over a 12 month period and if successful, will continue to be rolled
out to additional schools, with priority being given to precincts that experience heavy peak-time
congestion. All schools within a precinct must agree to be active participants in the program.
Schools who are not selected as part of the pilot program will be engaged by providing information
and materials for key dates such as National Ride 2 School Day, along with social media and
newsletter marketing material designed to encourage active transport.
2 Measuring Success
To establish a baseline and determine the success of the Go Noosa Schools Program, qualitative
and quantitative research was undertaken to gather data and feedback of students travel behaviour
(refer Attachment 1 Traffic Survey Infographics for both the Noosaville State School and St
Teresa’s Catholic College). This research will also assist in tailoring the Go Noosa Schools
Program to the individual schools.
To provide volumetric vehicular data, traffic counters were placed at all entry and exit points of the
Noosaville schools precinct and the main entrances of both schools. The traffic count was
completed over a two-week period from the 7 to 20 July 2020, to monitor vehicles entering the
precinct during the school week versus the school holidays.
A school traffic survey was completed by parents at both schools for the week ending 25 July 2020
to provide insights into transport modes and opportunities for improvement. Recurring
comments/barriers to using active travel included:
Safety - insufficient pedestrian facilities
o no pedestrian crossings on Eumundi Noosa Road
o no pathways along Beckmans Road to Tewantin
Bus services
o school bus cost – especially for private school students
o no Translink bus services in the area
o inconvenient pickup time
o duration of bus trips
Convenience – e.g. the trip is on parent’s way to work
