PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2017
REPORT
1. Program for the new Noosa Plan
Council resolved at its meeting on 6 March 2016 to commence the process to draft a new
Planning Scheme for Noosa. It also resolved not to proceed with the previous Sunshine Coast
Regional Council Draft Planning Scheme process which applied to the Noosa Shire area.
The new Noosa Plan will be prepared under the Sustainable Planning Act 2009 using the
statutory guideline Making and Amending Local Planning Instruments. Together these define the
process for preparing a new planning scheme. The approximate time line for preparing the new
Noosa Plan over the next 3 years is as follows:-
January–October 2016 Preparation for the new Noosa Plan (Completed)
October–December 2016 Launch the Discussion paper and undertake community consultation.
(Subject of this report)
January–December 2017 Drafting of the New Noosa Plan
January–July 2018 State Interest Review
August–December 2018 Community consultation on the Draft New Noosa plan and consider
submissions (include minimum 30 business day’s consultation period).
January–April 2019 Adoption of the New Noosa Plan
May-June 2019 Finalise, publish and launch the New Noosa plan
2. Pre-consultation with a Discussion Paper
When considering the development of the new Noosa Plan, Council proposed to include a non-
mandatory community consultation process prior to drafting. The New Noosa Plan Discussion
Paper was written to facilitate community engagement by outlining ideas for how the New Noosa
Plan could potentially address and manage future community needs and expectations. The
Discussion Paper was developed in consultation with key Council staff via a project working
group. In addition to this 3 Councillor workshops were held on 7 July, 23 August and 8
September 2016.
This early upfront consultation was considered important to ensure the community has
opportunity to provide general feedback, comments and/ or aspirations to Council when drafting
the new plan. For ease of reading and responding with feedback, the Discussion Paper was
divided into themes and localities as set out below:
Themes Localities
Settlement Hinterland and rural areas
Housing choices Hinterland villages
Economy and employment Cooroy Township
Community wellbeing Noosa North Shore
Transport and movement Tewantin
Biodiversity and environment Noosaville
Natural hazards and resilience Noosa Heads
Coastal Communities
Council endorsed the New Noosa Plan Discussion Paper and the community consultation
program at its meeting on 20 October 2016.
Community consultation for the Discussion Paper was undertaken from the 24 October until 12
December 2016. The program included a diverse range of activities including online forums and
discussions via Your Say Noosa, displays and feedback forms at libraries and the Council
Chambers, sending out copies of the Discussion Paper to key stakeholder groups, government
representatives and agencies, as well as 11 pop-up stands across the Shire with Council staff
and Councillors in attendance.
