REPORT
1. BACKGROUND
A report on this application was considered by the General Committee meeting on 16 January
2017 (refer to page 3 of Committee Agenda). During the course of discussions at the General
Committee meeting, Councillors indicated some concerns with the proposed development’s bulk
and scale, presentation to Doonella and Pelican Street and potential impact on residents
opposite from headlight glare from vehicles exiting the car park late at night.
In the circumstances the Council deferred the application to a future round of meetings “…in
order that a peer review from a Council chosen architect may occur and further consideration
given to the driveway placements, the setbacks on Pelican Street and the overall aesthetic
appearance”.
The application and proposal plans were subsequently referred to Noel Robinson Architects who
originally assisted Council officers with the initial assessment of the application. Council’s
consultant architect advised that:
“While the character and visual amenity of the response scheme is a vast improvement over the
original application scheme, there remain some areas of concern with regard to setback
treatment, public safety/access as well as improvements which can be made to the building
character/aesthetics. We would suggest the following modifications.
Character
- Simplify roof configurations to avoid box gutters
- Include pop-up roof apexes to provide articulation of the long roof forms
- Remove the northern wall and associated box gutter
- Soften the junction of wall to car park in the rear podium car park – use of landscaping
- Screen and move the bin enclosure
Setbacks
- Include significant feature trees to the Pelican Street setback to further reduce bulk of the
podium
Safety/Access
- Incorporate the lift into the stage 4 works
- Provide prioritised pathways in the basement and driveways
