PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2017
The eastern half of Pine Street, extending from the intersection of the new internal loop road
(near lot 74) to the western side of lot 72 shall be upgraded to an External Urban Access Road
with a nominated design speed of 40km/hr. The road shall transition back to tie-in with the
existing pavement between lots 71-69.
Condition 65.1.7
The western half of Pine Street extending from the intersection of the new internal loop road
(near lot 74) to the western side of lot 72 shall be upgraded to an External Rural Local Road with
a nominated design speed of 40km/hr. The road shall transition back to tie-in with the existing
pavement between lots 71-69.
The applicant proposes the following grounds in support of the amendment application:
1. Traffic generated by the Greenwood Grove Estate does not head west along Pine Street to
Bagnalls Road Bridge (which crosses the Bruce Highway).
2. Bagnalls Road (west of the Bruce Highway) services an existing rural residential
subdivision and while this land has been included in the Urban Footprint under the SEQ
Regional Plan, we understand that it is not intended to be included within the Council’s
urban development area. Regardless, should that land be included within the urban
development area any upgrade to Bagnalls Road or Pine Street should fall upon that
development given it is that land which will be generating the additional traffic using
Bagnalls Road and Pine Street.
3. The proposed changes deliver the safest road design outcomes.
4. Discussions with the adjoining landowner at 1 Bagnalls Road (Lot 1 RP111730) has
indicated that they do not want kerb and channel along their frontage and wish to maintain
the existing rural feel.
Assessment
The conditions of approval currently require Pine Street, the Pine Street / Bagnalls Road bend,
and Bagnalls Road north of the bridge over the Bruce Highway to be upgraded to an 8 metre
pavement width, with kerb and channel on the southern side of Pine Street and the eastern side
of Bagnalls Road (as well as a concrete footpath adjacent to the kerb and channel). The northern
side of Pine Street and western side of Bagnells Road are to have a bitumen edge.
The Pine Street / Bagnalls Road bend currently has a pavement width of about 6m, and has
advisory 40km/hr signage on each approach.
There is an existing path on the western side of the bridge across the Bruce Highway.
In their current form each condition nominates a different road classification for varying sections
of Pine Street with each road classification requiring a different design speed as per the below:
Condition 65.1.4 – External Urban Local Road = 50km/hr
Condition 65.1.5 – External Rural Collector Road = 60km/hr
Condition 65.1.6 – External Urban Access Road = 40km/hr
Condition 65.1.7 – External Rural Local Road = 60km/hr
The request to amend the design speed within each of these conditions to 40km/h is to give
affect to the applicant’s preference to not undertake improvement works to the Pine
Street/Bagnells Road Bend. A design speed of 40km/h will not require improvement works at the
Pine Street/Bagnells Road bend.
A review of the proposed changes has been undertaken by an external traffic consultant (Holland
Traffic Consulting Pty Ltd) who has advised:
The current proposal by the applicant proposes not to undertake upgrading work to the
Pine St / Bagnalls Rd bend, or to Bagnalls Rd at all. Nor does it propose to complete the
concrete path around the bend or along Bagnalls Road.
