PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2017
In my view, the critical aspects of work from a traffic engineering and transport planning
perspective are:
(i) Extend the 8m pavement width in Pine Street with kerb and channel on its southern
side, to the western end of proposed lot 69. This is necessary to allow for on-street
parking associated with Lot 69. The pavement widening on the southern side of Pine
Street can also terminate at the western of Lot 69, provided appropriate linemarking
is included to funnel southbound Pine Street traffic to the appropriate travel path at
the bend. This could involve provision of a 2m wide marked parking lane between
the bend and the Straker Dr intersection, with 3m wide traffic lanes.
(ii) Provide curve widening to the Pine St / Bagnalls Rd bend to facilitate safe passing of
vehicles in opposite directions. This can be achieved on the outside of the bend
rather than on the inside, with an appropriate remarked centreline.
(iii) Provide a pedestrian path linking the western end of Pine Street to the existing path
on the western side of the Bagnalls Rd bridge. This can occur via the western side of
Bagnalls Rd, and would need to include the path crossing of Pine Street at a safe
distance from the Bagnalls Rd bend.
It is not considered reasonable to amend the conditions as per the applicant’s request. Instead it
is recommended to adopt the changes proposed by Holland Traffic Consulting Pty Ltd. The
advice from Holland Traffic Consulting demonstrates that the Pine Street/Bagnells Road bend
can be widened without the use of private land. The primary benefit of these works will be the
improvement of safety along Pine Street and through the Pine Street/ Bagnells Road bend.
These works will also facilitate the development of kerb and channel and associated car parking
to the front of the new dwellings which is consistent with the planning scheme requirements for
development of all new residential lot frontages.
It is considered reasonable to limit the provision of new kerb and channel and a concrete footpath
to the western end of Lot 69 as it will fully service all new lots within the development which front
Pine Street noting that there are no lot frontages on Bagnells Road.
A further benefit of limiting the extent of the kerb and channel and concrete footpath will be the
retention of a rural road frontage through the Pine Street/Bagnells Road bend and along Bagnells
Road.
While Holland Traffic Consulting Pty Ltd recommend that there be connectivity between the
existing footpath, which crosses the bridge on the western side of Bagnells Road, and the new
concrete footpath which will terminate at the western end of Lot 69, Council’s Managers for Civil
Operations and Infrastructure Planning & Design advise that these works would likely create a
significant safety issue for pedestrians and also agree that a concrete pathway is not appropriate
at this stage
There are existing table drains that mean it may not be possible to develop a formal concrete
path and pedestrian movement in this area would be very low and unlikely to be increased by the
development.
Any further development of Bagnells Road should be in conjunction with development which
increases road use, such as may be associated with the further subdivision of the properties on
the eastern side of Bagnells Road which are situated within the Urban Footprint under the SEQ
Regional Plan. As these properties are currently outside of the Cooroy Urban Growth Boundary
there is no short or medium term demand for this upgrade to occur.
Supporting the above changes will require amendment to conditions 65.1.6 and 65.1.7.
The applicants proposed changes to conditions 65.1.4 and 65.1.5 will not be supported as there
is sufficient area within the road reserve for the works. The works will provide for pavement
upgrade that facilitates safe vehicle movement and lot frontages consistent with Council
requirements.
