PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 FEBRUARY 2017
This land is not constrained and has all of the necessary services.
The ageing population in Noosa Council reinforces the mega trend referred to in the Draft
SEQRP and in our view requires urgent action by Noosa Council at a strategic level.
The land in question is perfect for an integrated seniors living community.
The success of the other Halcyon projects on the Sunshine Coast proves beyond doubt the
need for communities such as the one proposed and reinforces our view that the people of
Noosa Council would welcome the opportunity to be part of the integrated seniors living
community at Peregian.

Staff Response to the Submissions
The two proposals before Council are not development applications and there has not been
detailed assessment of the accompanying reports to confirm the capability of the land for the
development proposed. The principal tasks in this assessment in response to the draft regional
plan is firstly to determine in a broad sense whether additional land is needed for future urban
development and if so, to secondly determine if these sites are desirable for expanding the edges
of urban development. Halcyon have submitted that they have been unable to identify any other
suitable land for the type of residential community they propose and that there is an increasing
need for it as the population ages. The very short time available to consider their submission has
not allowed for any detailed assessment of the merits of this aspect.
Staff have worked with Unitywater in modelling the capacity for development under the current
Noosa Plan 2006. That modelling demonstrates sufficient capacity to accommodate the projected
demand for dwellings beyond 2036. The majority of that capacity is in the coastal area. The
Discussion Paper released by Council in 2016 for the new Noosa Plan envisages further
development yield being included in areas around existing centres which will likely take the
capacity of the next Noosa Plan to around 2041.
Consequently, staff do not see a need to support any changes to the Urban Footprint under the
new ShapingSEQ for reason that there is no requirement apparent for additional urban land to be
allocated to Cooroy, Peregian Beach or any other part of Noosa Shire. Council and Unitywater
staff have met with the Department of Local Government, Infrastructure & Planning to explain the
modelling behind the dwelling capacity assessment. It is therefore unnecessary to further assess
these requested additions to the Urban Footprint.
