ROLES AND RESPONSIBILITIES OF PERSONNEL INVOLVED IN ECOLOGICAL MANAGEMENT 5-1

5       OPERATIONS PHASE
            As noted in Section 1.2, a Conservation Management Plan (CMP) is to be prepared jointly by
            Council and Settlers Cove Development Pty Ltd for the RF Thompson Environmental Park to
            provide on-going direction to the management of the park (through a Trust or similar arrangement).
            This will be subsequent to the completion of the implementation of the Ecological Restoration Plan
            (ERP) (including the four year maintenance period). It is expected that this EMP and the ERP will
            provide a basis for the preparation of this CMP and management of subsequent operations in the
            park.

            For other Council Park areas, it is expected that Council will prepare separate environmental
            management procedures. This will particularly apply to the proposed artificial wetland in the Park.

            The following information has been prepared to provide an indication of the work that will need to
            be done and the procedures that may need to be employed in developing and implementing the
            CMP. The CMP will need to define:

                • Overall management objectives and aims

                •   Responsibilities and reporting arrangements

                • Management and maintenance targets that are auditable.

5.1     Property Plan

        In the earliest instance following acquisition, the Council should prepare a management zoning plan
        for the site that will designate such areas as:
        •      access points and pathways;
        •      storage and maintenance areas;
        • the location of other facilities for management and volunteers (including if any accommodation
               is proposed);
        •      vegetation management zones including areas for focussed weed control, rehabilitation, etc.;
        • other specific management units with designated constraints e.g. buffer land to Noosa Inlet; and
        • ecosystem designations and noteworthy species of flora and fauna.

        The plan is to be prepared to be part of the overall CMP for the site. It is expected that most
        information for plan preparation could be derived from existing data.

5.2     Flora and Fauna Management

        The following will need to be undertaken:
        • develop a baseline inventory of the flora and fauna with the land and where possible within the
               connecting protected habitat;
