RECOMMENDATION
That Council note the report by the Property Manager to the General Committee Meeting dated
14 August 2017 and issue a Commercial High Use Permit to Amanda Obara to conduct beach
massage activities on Noosa Main Beach for the period 1 September 2017 - 30 June 2020.
REPORT
The purpose of this report is to seek Council endorsement to issue a Commercial High Use
Permit to conduct beach massage activities on Noosa Main Beach for the period 1 September
2017 – 30 June 2020.
Council allows limited commercial use of public land under its control in accordance with its
Commercial Use of Community Land Policy. At the June Ordinary Meeting Council resolved to
issue 9 Commercial High Use Permits to businesses to operate commercial activities on
community land. These permits commenced 1 July 2017 and expire 30 June 2020.
As noted in a previous report Council received no applications for the Beach Massage activity.
The incumbent permit holder contacted Council after the EOI application period closed
requesting Council consider a late application. Council’s Procurement Branch advised this
request could not be considered because the public EOI process had formally closed.
Subsequently, at the June Ordinary Meeting Council resolved to publically readvertise for EOI for
the beach massage activity. Respondents were invited to submit applications to LG Tenderbox,
Council’s e-tender portal with applications closing 25 July 2017. There were 20 downloads by
parties/businesses from the e-portal. A total of 4 businesses applied for the beach massage
activity. The incumbent permit holder has continued to operate the beach massage activity until
the EOI process is complete to allow continuity of operations.
Consistent with Council’s EOI processes, the following documents were available to respondents
via the e-portal:
Invitation for EOI – General information for respondents.
EOI Process Terms – Detailed acceptable conduct and obligations of respondents and
Council and included further detailed information for respondents.
EOI Response Form – Enabled respondents to respond to evaluation criteria via response
schedules.
Indicative Permit Conditions - Identified the indicative permit conditions common to each
permit.
Commercial Use of Community Land Policy – Provided the policy framework for
respondents.
