MATERIAL CHANGE OF USE TO ESTABLISH MULTIPLE HOUSING & VISITOR ACCOMMODATION 215 DAVID LOW WAY, PEREGIAN BEACH 13 Figure 3 Constructed Peregian Village Market (Source: Nearmap) 2.3 Pre‐Lodgement Meeting 19. A pre‐lodgement meeting (PLM16/0044) was held between Council’s Manager of Planning – Kerry Coyle, and the project team on 14 December 2016. 20. Council indicated in‐principle support for the proposed development, with Council identifying that affordable accommodation within Peregian Beach is limited and the proposed development has the potential to increase the accommodation offerings within the area. It was determined that the provision of short‐term accommodation was a suitable alternative to the previous use of the site as a Caravan Park. 21. It was also indicated that the previous approval included a significant setback to the National Park and Council Reserve, which ensured development was located outside the flood effected area and minimised edge effects. Further, at the meeting it was identified that an application would need to be supported by a number of specialist reports including an economic needs assessment and a traffic study. 22. The proposed development has taken into account the comments made by Council in the pre‐lodgement meeting by retaining the Council reserve associated with the current approval and providing all necessary specialist reports addressing key design and engineering matters, including a Traffic Impact Assessment, Acoustic Report, Bushfire Report, Economic Needs Analysis, Stormwater Management Report and Engineering Services Report.
