MATERIAL CHANGE OF USE TO ESTABLISH MULTIPLE HOUSING & VISITOR ACCOMMODATION 215 DAVID LOW WAY, PEREGIAN BEACH 22 and 22% greater than the median for the Brisbane LGA. 57. Additionally, the supply of vacant land within Peregian Beach is significantly constrained and supply led, with the release of the Peregian Beach estate delivering to the market stock during 2015 and 2016, and subsequent moderating pressure on median sales prices for vacant land products. However, there have been limited opportunities for land release within the Peregian Beach area, which will continue to feature within the residential property market in Peregian Beach. 58. Accordingly, there is a strong need and demand for the proposed short term, as well as permanent residential development in Peregian Beach. Further the proposed development would have a net economic and community benefit for the Peregian Beach community, complimenting and consolidating the existing role of Peregian, whilst not having adverse impact on existing facilities in Peregian nor on the role of Noosa as the premier tourist destination for the shire. 2.8 Traffic, Access and Parking 59. As demonstrated in Figure 14 below, the proposed development obtains access to the site via Sandpiper Court, through the approved Peregian Village Marketplace, via an access easement. The attached Traffic Impact Assessment (Appendix 4) demonstrates that the access driveway off Sandpiper Court is sufficient to accommodate the traffic associated with both the shopping centre, as well as the proposed residential development. 60. Further, it is noted that the existing Sandpiper Court intersection supports all traffic movements apart from a right turn out of Sandpiper Court to the David Low Way (south). Despite this, vehicles seeking to make a right turn out of Sandpiper Court are able to turn left onto David Low Way and then u‐turn at the Heron Street roundabout. 61. The proposed internal road networks to have been designed to be of appropriate size to accommodate all traffic movements, including Waste Collection Vehicle (WCV) and larger vehicle movements.
