Section 1: Background
Introduction
This updated report considers the market potential and impact of a proposed
liquor store, hotel (tavern style) and retail specialties at Noosa Heads,
Queensland. The report has been prepared in accordance with instructions
received from Coles Group and is set out in sections as follows:
• Section 1 reviews the proposed site location and development of a liquor store
and hotel from both a regional and local perspective.
• Section 2 assesses the trade area likely to be served by the proposed liquor
store and hotel, including a review of the existing and projected future
population levels (including visitor and tourist population numbers) and the
socio-demographic profile of trade area residents.
• Section 3 estimates the total retail expenditure pool generated by trade area
residents, including current and forecast levels, including a detailed breakdown
by key product group, liquor and specialty spending.
• Section 4 outlines the competitive retail environment in which the proposed
development will operate, including consideration of both core retail,
particularly liquor stores and specialty retail.
• Section 5 outlines our assessment of the proposed large format liquor store
and specialty retail on site, adjoining the Noosa Fair shopping centre and strip
retail.
• Section 6 considers the economic impacts expected to flow specifically from
the proposed development, including economic benefits which are likely to
result, as well as any trading impacts or implications for existing retail facilities.
An updated section addressing Council’s information request has been provided
in section 6.4.
