DEVELOPMENT ASSESSMENT DELEGATED REPORT
Figures 5 - 8: Portions of Houses 1 & 2 within nominated frontage setbacks
(Basement, Ground, First and Roof Terrace)
The reduced setbacks to the Basement, Ground and First Floor levels, although not consistent with
the existing and potential future character of Bottlebrush Ave, will allow for one small dwelling and
2 dwellings (max109m2) to establish on the site. The reduced setback allows for the dwellings to
provide a high level of amenity to users of the subject site, whilst the reduced setback will not result
on impacts on visual and acoustic privacy due to the alignment of Bottlebrush Ave and location of
the dwellings. The reduced setback will still allow for landscaping to be provided along the frontage,
with additional landscaping also required to be provided within the Bottlebrush Ave road reserve
to assist in softening the development.
It is acknowledged that the subject site, being a 491m2 and 17m deep corner lot, and rising steeply
from the Bottlebrush Ave frontage presents a very challenging high density residential zoned lot.
As such, it is considered that in order to establish higher density on the lot, as envisioned by Noosa
Plan 2020, a reduction to the Bottlebrush Ave front boundary setback is acceptable and complies
with the purpose and overall outcomes of the High Density Residential Zone Code, as the proposal
provides:
• for high density multiple dwellings;
• three dwellings for permanent residents;
• a positive contribution to the streetscape by providing a well designed building and
landscaping; and
• provides for smaller sized multiple dwellings to mee the needs of different households.
It must be noted that the proposed extent of boundary relaxation would generally not be supported,
however due to the uniqueness of the subject site (ie corner lot, small lot size and topography),
intent of the zoning and the proposed design of the development, the proposal is supported in
these circumstances.
House 3
House 3 has frontage to both Bottlebrush Ave and Berrima Row, and includes the following
setbacks:
Bottlebrush Ave
• 5.1m to the ‘Basement’ and Ground Floor levels (first and second storeys) (in lieu of 6m);
and
• 5.1m to the First Floor (third storey) and 9m to the roof terrace (in lieu of 10m).
Berrima Row
• 3.3m – 5.6 to the ‘Basement’ (first storey) (in lieu of 6m); and
