ORDINARY MEETING AGENDA 18 OCTOBER 2018
Queensland School Holiday Free Buses 15-25 December 2018 and 7-28 January 2019
The patronage growth and success of the Free Holiday Buses (with survey feedback) suggests
that the extension of the Free Holiday Buses service to include the whole Queensland school
holiday period will be well utilised and would incentivise an alternative to the use of cars. In addition
to the previous core Christmas Free Holiday bus period, the proposed additional free bus dates for
the Queensland School holidays include 15-25 December 2018 and 7-28 January 2019.
In addition, TransLink is conducting an extensive Noosa specific marketing campaign from October
to December to promote the high frequency of Routes 626 & 627. The campaign includes print,
radio and digital ads as well as face to face educational sessions.
2. Information Systems - Park & Ride and Car Parking Availability
It is proposed to provide real time park and ride and parking availability information for residents
and visitors wishing to enter the Noosa Heads area by installing high resolution video variable
message signs (VMS) at the main vehicle entry points including:
Walter Hay Drive;
Eumundi Noosa Road;
David Low Way (Sunshine Beach end), and
Cooroy Noosa Road.
In previous years standard roadworks type variable message signs (VMS) have been used to
inform people of the Free Holiday Buses dates. With the improvement of message board
technology and ability to update messages in real time it is proposed that the information systems
be utilised to:
Encourage people to park at Noosa Junction and catch a free bus.
Alert people to real time parking availability (green, yellow, red).
It is proposed that the VMS signs be detailed in a way that provides a Noosa ‘Look and Feel’
holiday theme rather than appearing as roadworks signs. The system would be in place from 15
December 2018 to 28 January 2019. The message would be tailored to suit the specific activities.
Temporary signage will be installed at Noosa Junction informing people of the location of long stay
car parking. Other messaging systems such as Facebook and Council’s website will also be
utilised.
The one Council owned variable message sign (VMS) will also be used on Noosa Parade.
3. Traffic Control & Wayfinding
It is proposed to re-establish the former process for managing peak holiday traffic. The key aspects
of the overall philosophy and aims were to:
improve accessibility to the Noosa Heads – Noosaville areas;
minimise traffic disruptions in the Noosa Heads – Noosaville areas;
give priority to buses and pedestrians, and
keep traffic moving so buses are not sitting in queues.
The intent is to have traffic control in place from 26 December 2018 to 6 January 2019 with an
option to extend between 7 January and 13 January 2019 and include the school holiday
weekends, (which are often the next busiest periods).
