ORDINARY MEETING AGENDA 18 OCTOBER 2018

To further assist pedestrians it is proposed to install temporary wayfinding signage at the Noosa
Heads Bus stop to inform people of key attractions including Main Beach, Noosa Junction etc. The
signage will be in place for the duration of the Queensland school holiday period (15 December
2018 – 28 January 2019). It is also proposed to have volunteers to assist people with wayfinding
during the peak period 26 December 2018 – 6 January 2019. The wayfinding signage and
volunteer style will be of a Noosa holiday theme.

The objective is for traffic control to be carried out with a sense of a holiday theme tied in with all
the other proposals.

4. Temporary Bicycle & Scooter Parking
There are over 2,000 people employed in the Hastings Street precinct. Observations have shown
that parallel parking in Hastings Street during peak periods can exacerbate traffic congestion. In
the past the parallel car parks were converted to loading bays during peak periods. Following
recent consultation with the Hastings Street Association the preference is for 16 parallel car parks
on the southern side of Hastings Street from the Hastings Street roundabout to the Sofitel Hotel to
be temporarily converted to bicycle, electric bike and scooter parking between 15 December 2018
and 28 January 2019.

5. Hastings Street Staff - Ride Share
Following the proactive request from the Hastings Street Association it is proposed to fund an initial
12-month trial of a ride share carpooling App for Hastings Street staff commencing in mid-
December. There are worldwide and even local Sunshine Coast examples such as Youi Insurance
and Sunshine Coast University where Rideshare Apps have proven to improve accessibility for
users.

Feedback provided from the Hastings Street Association on alternative modes of transport shows
many of the staff working in the Hastings Street precinct work irregular hours which do not fit within
existing public transport timetables and also live away from direct public transport routes.

The Ride Share App allows Hastings Street staff to carpool to the busy precinct reducing the
number of individuals needing to drive and park in the local area. It is proposed that larger
establishments in Hastings Street would support the App by investigating the provision of “carpool
only” parking bays. Council would also assist by dedicating 5 “carpool only” bays at the Noosa
Heads Lions Park car park and 5 “carpool only” bays in the Woods car park to support the App.

The twelve month trial is to be evaluated and pending success may be continued and possibly
expanded.

6. Noosa Heads Lions Park – Car Park
It is proposed that the Noosa Heads Lions Park be used as a paid car park from Boxing Day (26
December 2018) to Sunday, 13 January 2019 with a recommended option to extend to include the
school holiday weekends, which are often the next busiest periods.

The paid parking proposal details are:
 Vehicles are charged a flat rate of $20 (incl. GST) per day or part thereof;
 The Tewantin-Noosa Lions Club would receive 40% of the parking fees with the remaining
  revenue coming to Council;
 The Tewantin-Noosa Lions Club manages the operation of the car park from 9.00am to 6.00pm
  daily; and
 In wet weather the park would not be opened to vehicles.
In 2017/18 the car park was operational for 13 days and generated $70,000, with 40% of the
parking revenue going to the Tewantin Noosa Heads Lions Club.
