All Traffic Controllers are to be trained and accredited with the QLD Traffic Controller Accreditation Scheme and hold a QLD Construction White / Blue Card. Traffic Controllers will set out and maintain signage as per the relevant TGS in accordance with MUTCD, and traffic control shall be conducted as per the Approved Procedure for Controlling Traffic. Any personnel to implement signage will be appropriately qualified as prescribed by the MUTCD. All Traffic Controllers will be relieved of their duty after not more than 2 hours for a period of rest or other duties of at least 15 minutes. It is the responsibility of the and onsite foreman / supervisor to monitor queue lengths and delay times caused to the public. The maximum time any direction of traffic that will be held is <5mins, this will be communicated to the work force at daily pre starts. This scope of works will plan to mitigate the impact on the road user by choosing to select a preferable shoulder closure where possible, therefore still maintaining existing traffic lanes configurations. 9.4 Traffic Control Devices Certain traffic control signs are only to be displayed for specific work activities, this includes: The Traffic Controller’s responsibility to ensure that signs are erected at the start of each day, and removed (or covered) at the end of the day. It is not acceptable to keep these signs displayed if there are no works and especially not overnight or outside work hours. Traffic control and advance warning signs will be placed upon all approaches to the work site. Refer to Appendix 6 for details of placement of traffic management devices and after care signage. 9.5 Unplanned Oversize Vehicle Access Although considered low risk for this project, Should oversized vehicles require access through the work zone the following protocols will be followed. Traffic Controllers will may obtain positive communication over the UHF channel 40 prior to the oversized vehicle approaching the area: Width and vertical clearance will be communicate by any pilot vehicles. Based on the advanced warning, should the works site contain a single lane closure that is restricting the required clearance for the oversized vehicle to pass through then this will be communicated to the onsite foreman. Depending on the traffic control devices in place [likely single lane closure / hats/bollards] then all personnel, plant and equipment will be removed from the work site to a safe distance off the carriageway. Traffic controllers will still remain in position controlling 2 way traffic under stop go conditions. Upon the oversized vehicle manoeuvring through the work site, the bollards/hats will be removed by the traffic controllers and reinstated following its passing – all other public vehicles will remain on stop until the traffic control devices are reinstated (<5mins). 10. Risk Assessment Risk management entails the identification and analysis of risks likely to arise during works on road including the setting up, operating, changing and ultimate dismantling of a traffic guidance scheme, followed by the IMS-04-05_D - Reviewed May 2019 Document Uncontrolled When Printed Page 20 of 30
