GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2016

 Landfill Gas (refined) – LMS currently hold the Council contract for extracting gas and
flaring it to the atmosphere, primarily to convert methane to carbon dioxide as a greenhouse
gas initiative. They have provided the entire infrastructure at no cost to Council and own the
rights to the gas. They obtain revenue from carbon credits with a small financial return to
Council. During the tendering period, Intelligas negotiated with LMS to secure a portion of the
landfill gas to power collection vehicles. The technology to power collection vehicles is
available and Cleanaway were prepared to seriously consider using this gas if it could be
secured. However, the negotiations were unsuccessful as LMS would not release the landfill
gas to Intelligas. LMS are pursuing generation of electricity as a long term business initiative.
Carbon credits are not available to LMS through powering collection vehicles with landfill gas.
This information was also tested by contacting another landfill gas company. They advised
that if they owned the landfill gas they would not use it to power collection vehicles as the
revenue return is much greater through generation of electricity. Regretfully the outcome of
powering collection vehicles with landfill gas is not available.

Improvements in the next Waste Management Contract
The new contract offers some exciting improvements in the performance of waste management
services. These improvements are summarised below.

Portion A – Solid Waste Collection Services
 Introduction of a 3 wheelie bin service (waste, recycling and garden waste) to an additional
9,000 residents in single unit dwellings in the urban area. This will increase the current
service level from about 4,500 collections per fortnight to approximately 14,000 services,
while retaining the current optional service to commercial, multi residential and rural
   premises.
 Cleanaway agreed during negotiations to perform the kerbside bulk waste collection service
utilising 3 separate collection vehicles to collect:
   o Recyclable metals;
o Reusable items (without compaction to prevent them being crushed and rendered useless
       by the compactor); and
o General waste, transported to the resource recovery facility for further processing and
recovery of residual recyclable material before landfilling.
 Some comingled recyclables collected in recycling vehicles will be delivered to the Eumundi
Road Resource Recovery Facility and bulked up in a large bin before delivery to the
Recycling facility at Bli Bli. This offers a cost saving and facilitates the provision of weekend
   recycling collections.
 A new bulk cardboard bin service using 3m3 and 4.5m3 bins will be offered to commercial
   customers.
 Cardboard delivered to the waste transfer station will be compacted and delivered to the
Kunda Park bulk cardboard receiving facility. Council will be paid for the cardboard with 30%
to the contractor. At the present time there is no revenue stream from this product.
 The current bulk recycling bins are limited to one size (1.1m 3) capacity. The range of bulk
recycling bins will be increased to include 2m3 and 3m3 recycling bins for larger commercial
   premises.
 New 360 litre wheelie bins will be made available to the public for recycling, garden and
waste services as an additional option to the 240 litre wheelie bins currently provided.
 Recycling service frequency for Council public place bins and commercial premises in high
profile areas will be increased from weekly to 3 times per week.
 The contractor will provide an events waste and recycling service with an introduced
capability to provide weekend recycling services.
