GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2016

 A street litter bin cleaning program will be implemented with on board washing of bins into the
waste collection vehicle, ensuring bins are washed immediately after service. Bins will be
washed at a frequency nominated by Council dependent upon location and usage patterns.
 A GPS location will be identified for each street litter bin and bins bar coded. The contractor
will swipe the bar code to certify the bin has been collected allowing development of KPI’s for
servicing these bins, ensuring contractor performance and bin washing frequency.
 A single pass waste collection vehicle will be provided to service Hastings Street and other
high use or congested areas. This vehicle is capable of collecting waste and recycling bins in
2 separate compartments on the vehicle in one pass. This avoids using two separate vehicles
with substantial improvement in reduced noise and traffic congestion and public safety.
 The contractor has agreed to accept a limited volume of non-putrescible food organics with
the garden waste service if Council trials find this service can be implemented without
nuisance from odour and fly breeding.
 Collection vehicles will be fitted with GPS location devices and linked to a web portal back at
Council to facilitate communication about service levels, missed services, updating Council’s
rating database with accurate bin servicing details.
 Trucks will be fitted with the latest on board computer systems to enable the driver to “at the
press of a button” record a range of servicing issues that can be reported directly back to
   Council.
 Trucks livery will be painted in an approved attractive colour scheme to promote the Council
and its waste and recycling aspirations.
 The Contractor has offered to pay $12,000 annually towards the cost of the current waste
education officer without an increase in the tendered prices submitted. The current officer is
engaged for 50% of their time – this offer would assist Council to increase the education
   component.

Portion B – Operation of Eumundi Road Landfill
 A larger landfill compactor will be employed on the landfill to increase compaction without
significant additional cost. The requirement for the compaction of waste buried on the landfill
has been increased from 850kg/m3 in the current contract to 900kg/m3 to improve the use of
air space at the landfill and extend its useful life. Substantial penalties apply in the new
contract for failure to achieve the required compaction rate.
 Option to use roll out covers at the end of each day to cover waste instead of covering the
waste with soil. This will reduce the consumption of landfill space with soil, increase its useful
life and enable the use of the soil for value adding to organic waste. This requires further
   research.
 Final Capping of completed areas of the landfill to best practice standards at the tendered
rates with Council having the option of seeking external competing tenders for capping to
ensure value for money in the contractor prices.

Portion C – Resource Recovery
 The contractor will revise the layout of the resource recovery facility where waste is sorted
and segregated to improve the recycling operations.
 The sorting of waste (in addition to the current range of products sorted), may include hard
and soft plastics such as plastic car bumper bars, pvc pipe, polystyrene and foam rubber from
   deconstructed mattresses.
 The contractor has offered a bailer to assist in the processing of products.
 The contractor will assist Council in marketing its segregated recyclable material using
existing agreements at a national level.
