AEC Group Ltd – Preparation of a submission to the ACCC regarding the proposed additional
garden waste service seeking an opinion on anti-competitive behaviour by Council, if it
implemented the proposed Garden Waste Service.
AEC Group Ltd – Review of the tender scoring and financial analysis of the results to ensure
that the factors included in the tender for rise and fall over the 7 year period (fuel and oil,
labour price and Consumer Price index do not change the relativity of tender scores over the
term of the Contract that would make a difference to the recommendation.
Ipswich City Council – Discussions on their limited food waste included in the optional
fortnightly garden waste service under taken by Ipswich City Council. They have similar
experience to Noosa and have allowed the limited inclusion of non-putrescible food waste in
their fortnightly garden waste bin for 12,000 residents. They use ventilated bins for garden
waste with an air hole in the lid. Their garden waste is sent to a composting facility rather than
simple mulching.
Preliminary negotiations with Kunda Park cardboard recycling facility and verbal agreement to
accept delivered cardboard from Noosa Council. There will need to be a formal agreement
when the successful contract or is known. The proposal was also discussed with Visy
Recycling who verbally supported the proposal as bulk cardboard creates operational
difficulties with the MRF operation at Bli Bli.
